The workshop leaders included John Winkworth, actor, director, Principal at Dr. L. B. The support however does contain some amendments to the provincial plan. The province received a task force report in Novemeber of 1987 pointing to some thirty recommendation recommendation to give more power to County County councils. A number of shifts of power from the local level would be delegated to the county system among which would be planning. Northumberland county agrees it should be able to assume more power if two-thirds of its voting members approve. Such change would also require two-thirds of local councils also agreeing to any move of power, suggests the Northumberland Northumberland amendment. Although the County gave approval approval with little arguments it is not to say that there is total support for the move. Mayor Wyatt of Port Hope notes that Port Hope was sought to be part of the Region of Durham in 1973 and again in a restructuring in 1978. Wyatt siad they had to stand up and be counted if a change is about to be made. The Mayor noted taxation taxation planning and policing as some of the concerns they should address before impending change.
