Moffatt states feds should be involved Federal Government and Toronto Garbage This statement needs'to be made even though waste disposal and landfill sites are Provincial and Municipal matters. Why should this be an issue in the federal election? Because the problem of a new Metro dump is symptomatic of a growing environmental crisis which fortunately is accompanied by a growing awàreness of the fraile nature of our total environment. There has been a recent fconver- sion to the environmental causes by such people as George Bush and " even Brian Mulroney. People who question the Mulroney Trade deal on it's environmental environmental consequences get a short letter from John Crosbie's office office telling them that "free trade has nothing to do with the environment." environment." That's the problem - the present government doesn't see the interrelationships between our environment environment and all other economic , activities. We are now faced with rapidly- filling landfill sites, from one ocean to the other. City after city will go through the problem now faced by Metropolitan Toronto. No , one wants a dump in their backyard, but that is not the end of it. Last Tuesday, I attended the Courtice residents' meeting to organize against the N-l (Darlington)site. To their great credit, most of those present present were not saying "put it somewhere else." They were saying "we've got to rethink our whole outlook on waste." Unfortunately Metro politicians have not got the message. The solution to Metro's problem is not just another dump. They need leadership, assistance, research and even start up funding to get close to zero waste dumping. The next government must have a serious, honest and direct approach to this nation-wide problem. Among the steps needed: -Expanded research into waste management and environmental measures needed to ensure sustainable sustainable development. -Implementation of legislation and funds to assist municipalities in keeping all waste within their own boundaries. -Environmental Research Council should be reinstated. -Reinstate all research into disposal by incineration, including toxic waste and chemicals. -Support the call by Canadian Municipalities Association for 1/3 federal funding of rebuilding infrastructures infrastructures announced last June by John Turner. -In the meantime we support the efforts efforts of all of the citizens groups in their efforts to bring Metro to,its senses.
