Jim Bradley Dear Mr. Bradley: The continuing terrorization of the outlying communities involved in the Metro Toronto garbage crisis must stop. The Machjavellian power given to Toronto in the Metro Toronto Act must not bq allowed'to be exercised. The problem facing Metropolitan Toronto must be solved within Metropolitan Toronto. We, in the Newcastle area, are not entirely without blame, however we are, voluntarily recycling much of■ our waste materials and we have already reduced our residential solid waste output by S4% using the "blue box" program. We have a firm objective objective from the Region ol Durham to further reduce the residential and industrial waste to 25% by the year 1993. In case we're feeling a little heady about our success, we need to notice that the Town of Hamburg, ,Ncw York, (just across Lake On tario), already recycles up to 90% of its garbage! Alternative systems must be put into place; quickly and forcibly. Recycle, reuse, refuse, the three "R'"s of responsible garbage ' management, must become the main weapons in the real battle tor control of the garbage situation. Recycle all recyclable materials, glass, paper, tin and some plastics. Reuse any container or product lhat can have an alternative purpose. Consumers must be encouraged to refuse to purchase any product that is not packaged in biodegradable materials and tell the store owner and manufacturer why they arc refusing to purchase that product. '/Landfill" sites are not the answer, short term or long term. PJease, let's stop calling them '(landfill" sites. They are garbage idtimps.. "I .and I ill" sounds like the land,is broken and needs to he tilled up to fix it. The land is not broken. The land is, in at least the location of the N1 site, (Courtice Road and Highway 401), active, productive prime agricultural land. It is also in immediate proximity to the largest source, by population, of fresh drinking water in the world. 1 urge you to use all possible influence influence to make Metropolitan Toronto find alternative methods - of dealing with the garbage crisis. Toronto has to move quickly from the back of the pack, in terms of responsible waste management, to being one of the front runners. In addition, I implore you to not exempt exempt Metropolitan Toronto from full environmental studies of any garbage dump site. Regardless of the urgency of their problem, the risks of exemption could far outlast the memory of any real or perceived crisis.' . Already, recent studies indicate that the previously held notion of the impenetrability of .the "blue clay" stratum of the soil is in error. This would indicate that the ground water criteria currently in use for site selection is skewed and must be reassessed. Our elected officials on the municipal and provincial levels must continue to strive tor practical, practical, environmentally sound solutions solutions to the solid waste problem.
