Smith Federal budgets, like visits to the dentist, usually come around once a year. Federal budgets, also like visits to the dentist, are viewed with cynicism and a certain amount of trepidation. It's Finance Minister Michael Wilson's Wilson's job to make the annual experience as painless as possible for Canadians. During the past four-'and-a-half years, Wilson (who is just a few months shy of a record as the longest serving minister minister in this demanding position) has, according to many observers, done his job reasonably well. With this, his fifth budget, however, those same people are starting to wonder if Wilson's sorcalled honeymoon may finally be over.' For starters, Wilson has a crisis on his hand,s. Canadian taxpayers need look no further than the realities of a growing accumulated public debt that now stands in excess of $300-billion to understand how difficult Wilson's job will be. "In a recently presented prebudget prebudget submission by the Canadian Federation of Independent Business, the enormity of this year's $29-billiog federal deficit (which, in turn, feed5 the public debt) is underlined: "If federal revenues and expenditures expenditures were simply allowed to increase at a moderate rate of real growth of two per cent annually, by the year 2001 the annual deficit would be $100-billion and the accumulated national debt would exceed $l-trilIion. By the yeâr 2020, debt service payments would account for 50 per cent of total government government spending compared with the current current per cent." It ^mounts to a staggering sum of money. And in light of Canada's relatively relatively buoyant,economy, says CFIB, the Job strategies program in Port Hope The Northumberland United Way and Durham College Management Management Centre are co-sponsoring a Job Strategies program in Port Hope. The Job Development II program is designed to prepare clients to reenter reenter the computerized office. Trainees become "job ready" by developing and upgrading their office office skills with up to date technology. The entire project, which is 40 weeks in duration, entails a- job placement where the trainees, who are social assistance recipients, are placed in non-profit organizations to build their job experience, self esteem and confidence. The month of March is spent in a course at the Beamish House in Port Hope which includes communications, communications, computer and office skills. The course finishes up March 31 with a graduation ceremony at the Beamish House at 1:00 p.m. Following graduation trainees will return to. their job placements for the duration of the program. government is obligated to take any necessary steps that will help offset the inevitable damages facing a debt-ridden nation. In its pre-budget submission, CFIB has .called on the government to reduce government expenditures immediately. Limits on cabinet spending spending powers and an expenditures review committee under the chairmanship of the prime minister are, according to CFIB, important initiatives which are worthy of non-partisan support. CFIB mixed no words in urging the government--and especially Mul- roney--to take a more "hands-on", pro-active leadership role. "It is important important that discussion of the deficit and public debt be elevated beyond the business business community ... All segments of Canadian society will need to participate participate or else the failed deficit reduction efforts of the past will be repeated." to other words, Mulroney must personally take the lead in helping Canadians understand why his government has been forced to take such harsh and, no doubt, unpopular measures. Taking such a position may not be popular with the prime minister. Nonetheless, a broadening of the deficit deficit debate is essential in order to inform all Canadians of the enormous challenges that lie ahead. It isn't going to be easy. Without such action, however, however, every aspect of Canadian life including our sovereignty and social programs will be at risk. With a $300-billion albatross to back him up, Mulroney's challenge may not be easy, but it's certainly clear and is something that cannot, and should not, be delegated to others. Healthy Hearts Sudden heart attacks and even death can occur with the onset of exertion in adults. Scientists have demonstrated that warming up before strenuous exercise increases circulation to the heart. Normally, when you begin exercise, exercise, the heart has to work harder to deliver more blood to the working muscles. The heart itself needs more, oxygen and, hence, more blood. This is accomplished when the arteries to the heart muscle simply dilate, allowing a largér amount of blood to circulate to the working heart muscle. When subjects warm up first for two minutes, time is provided for the coronary arteries to dilate and increase circulation to the heart muscle before strenuous exercise.
