All the same she and I got down on our knees, and told the Lord that Rachel needed an egg each morning. We left the problem in Hjs hands. About ten o'clock that morning we heard some cackling coming from the hedge fence in front of our house. There among the bare branches branches sat a fat red hen. We had no • idea where she came from. We just watched in amazement as she laid an egg and then proceeded down the road out of sight. Semi-detached would mean two- separate dwellings located side by side but this would hot allow a second second dwelling unit to be erected and added to a single family dwelling. The staff report did note that the Province of Ontario has approved in principle an amended bill which would delete the power of municipalities to mgke by-laws restricting the number of unrelated persons who could live in the same house or apartment. Staff did recommend that the Town not pursue pursue the proposed family definition change as suggested as it may be struck down by the provincial government. » In any event the general purpose committee referred the report back to staff for further consideration. ' Jean-Michel Komarnicki, Bowmanville, appeared before the public forum on Monday stating that he had no personal interest in the proposed changes to the by-law and had no intention in sharing his dwelling unit with other than his family. He said he did have some 15 years experience in the housing field and currently manages a large student housing co-op in Toronto. Komarnicki said his interest lie in the definition of "Family". He sug- ' gested that council amend the bylaw bylaw with no reference whatsoever to family or to other relationships. He also said he noted that staff had recommended that the town no! pursue the change of family definition due to possible provincial legislation. He said he felt there were sufficient sufficient laws, codes and by-laws to regulate where, under what conditions, conditions, people can live. Overcrowding, Overcrowding, he said, is regulated by the Ontario Building Code, fire safety, property standards and so on. Komarnicki said if a dwelling has enough space to accommodate ' x number of people then it is irrelevant irrelevant who those x people are. He said he had heard that non- traditional family occupants make "bad neighbours" ... "I know this is simply not true", he said". He said such a by-law as^emg considered would dismminate against decent people who need to pool their resources to find adequate adequate housing or who simply like to live together. "I would like to see our town have nothing to do with such discrimination," he said.. "This is , why I would like to see reference to family or other personal relationships relationships deleted from our by-laws." The report was referred back to staff with little debate by council members. Skills program (Continued from page 1) of the particular business.
