I can't help but feel annoyed and frustrated with this dilemma and feel cheated by those who have been in the positions of long-term planning, and who appear appear to have been delinquent in their responsibilities. I wonder: how many other areas of planning have also been subject to such neglect due to their political nature as "hot potatoes"?
