6-Orono Weekly Times, Wednesday, June 14, 1989 Letter to the Editor Citizen's Tax Revolt? Dear Citizens: ■ The axe has fallen! Our tax bills arrived last week. Are you angry? Where will it all end? Can you afford afford to remain in the Town of Newcastle, Durham Region? Will you have to "tighten your belt" to pay your increase? Have our councils and school board "tightened their belts"? We spent money to send Regional representatives to Europe on a Garbage Garbage fact finding investigation -at what cost to you? Regional councillor councillor Hannah reported that we need a "landfill site" and always will. Didn't we know that? Mayor Hubbard and company have gone on a Hong Kong Fishing Expedition. Cost to you - $25,000 or more. No one knows for sure. After speaking to four councillors I still do not know who knew "who" was going when. I understand they found out the "who" by accident or from persons on the street. I often wonder "who" is running the store. Council did not pass a motion motion for the trip or the "who" until the Monday prior to the Thursday departure. Were travel arrangements not made long before then? Was a consultant hired by the Mayor to make Hong Kong arrangements arrangements and depart weeks earlier? Who paid the consultant? You? Who's approved the hiring? Who has tjie answers? Not your councillors. Who administers the $100,000 in the Industrial Economic Development Development Fund passed in the budget? Must council make and pass motions motions for this spending? Apparently NOT! When proposed subdivisions come before council what kind of impact does the Board of Education have on the decision? Are they asked asked if the area school can handle the increased student population? -- if additional staff is required? -- more portables? -- or new additions to the present building? . and at what cost to you? Should a decision The Town of Newcastle has been informed by the Ministry of the Environment Environment that the Ministry is currently currently considering twp requests for the 2-year "infill" proposal put forth by Laidlaw for'their landfill not be made on these pertinent facts? Does the council and Board of Education communicate or do you just keep paying? Is Durham Region giving you your moneys worth? Have you driven the regional roads in the Town of Newcastle lately? Are they helping to service industrial lands necessary to industrial development in the Town of Newcastle? What else has Durham Region done for you? In a frantic attempt to find a landfill site "they" (your regional councillors and mayor) included included us in G.T.A. --■ Greater Toronto Area. What are the implications? The citizens of the Town of Newcastle are now to pay all G.T.A, taxes levied by Mr. Nixon in his recent budget. Have you read it? This creates another level of government with which to cope - also another taxation burden in this area. Before this goes to legislation your regional representatives must fight this vigorously or we will be by passed by business and industry again! Have you talked to your regional representative or your M.P.P. Sam Cureatz? Who voted against the Durham Region Budget and the $1,000 salary increased Regional Councillor Councillor Ken Hooper. Who voted against the Town of Newcastle tax increase? Who attempted to put a motion on the table against an increase? increase? No Seconder! Who again attempted to return the budget and keep the increase at inflation rate? No Seconder! 'Regional Councillor Ken Hooper. Thanks for trying Mr. Hooper. Do you share these concerns? Would you too like answers to these questions? Is it time for a tax revolt? Would we be better without Durham Region? Can the citizens of the Town of Newcastle run their own business and better? In the meantime the application is not to be processed by the Region until the required background information is provided as requested. To undertake water study in Hampton Approval has been iiven at the Region level of government to commence commence with phase one of a water study for the hamlet of Hampton. The Town of Newcastle has been informed by the Region that authority has been granted to hire consultants to undertake Phase One of the study. The Town of Newcastle has also requested the undertaking of a preliminary well contamination survey of the hamlet wells. This undertaking is to be undertaken as part of Phase Two of the study. In 1976 the Region had considered considered water supply in the hamlet areas throughout the Region and at the time felt individual wells and sewage system would be suffice. A report points out that since that time contamination of private water supplies has become evident in such areas due to a number of factors, shallow wells pollution from sewage systems, agricultural runoff and chemicals. The terms of reference for the present study is one of Four Phases. The letter points out that Laidlaw is asking for relief from the Ministry policy to designate landfill under the Environmental. The letter further states that the Ministry is considering the request but gave no time table as to a decision. decision.
