I've spent a lot of my time as your MP ensuring accountability in government. government. And I don't, for a minute, advocate that all money spent by HRDC resulted in glorious success stories. But let's be practical and ask ourselves ourselves what the objective of the Transitional Job Fund is. Its objective is to assist those in the economy without a job, likely due to technological technological change, to get a second second chance at a career. The downside? Well these people would be on El benefits, or worse, social assistance. Isn't it better to try and givè people new skills to meet the challenges of a changing world? I, like you, wouldn't want to pay them to stay home. The right wing in Ontario, represented by Premier Mike Harris - he never had to worry about his future everything everything was handed to him - views the problems at HRDC as an excuse to reduce taxes because only more money in the hands of taxpayers is useful money. This belies the fact that you will still have people without skills on some sort of government assistance which compounds the social repercussions. I think of homelessness and crime. Look at the U.S. We should all ponder why that country, with so much wealth, has twice the crime rate. The Premier of Ontario now does nothing more than broadside the federal government. government. It's an age-old strategy he's using. If you have none of your own ideas blame your lack of insight on someone else, like the federal government. government. The Premier's office even has the local MPP playing his stupid game. People are fed up with municipal, provincial and federal politicians failing to accept responsibility for their government's actions. I find it particularly childish childish when politicians claim that anything good happening happening in the economy is because of them and bad things evolve from the policies policies of another government. Take the number of jobs the economy is creating as an example. Which level of government deserves the credit? The stark reality is that none of them do. High government debt led the international community to put pressure on Canada to rein in its deficit spending. spending. The federal government did this and now we have a surplus. The economic affect has been lower interest rates and reduced inflation leading leading to slow economic expansion. expansion. Mike Harris wants you to believe the economy is producing producing jobs because of his tax cuts. His party is paying for ads on radio telling you this. His only economic accomplishment accomplishment that's clear to me is borrowing money - mortgaging mortgaging your future - to give you a tax break. That's counter productive. If only the Premier and his MPPs would work on reducing the provincial deficit Ontarians would bebetter off. The federal government isn't lily white. Any organization organization spending $80 billion a year is going to have delivery problems. (And no this doesn't make it right). The mess at HRDC is the findings of its own audit, its own internal system of cost control. control. . Would we be happier if there was no cost control mechanism in place and we didn't know, or couldn't find out, how our money was being spent? That wouldn't satisfy the public's desire for accountability. Have significant portions of the taxpayers' money gone missing? No. Are sloppy accounting practices an excuse to get rid of programs that help Canadians adjust to global change? I don't think so. Is it an opportunity for Mike Harris' government to think they do not require the same degree of accountability. accountability.
