12 - Orono Weekly limes, Wednesday, March 1, 2000 Durham Child Poverty Task Force Not a poor child's budget After the affirmations of both the Prime Minister, Mr. Chretien and the Finance Minister, Mr. Martin, that the 2000 budget, would be a "Children's Budget," the Durham Child Poverty Task Force can only register Its deep disappointment that the budget has failed to live up to the Government's promises. Even though children were mentioned, they were mainly referred to as a justification for the over riding agenda of the budget which was tax reduction. Mr. Martin did mention the cost of raising children but, even in that context, he did not once use the phrase "child poverty" or "children in poverty." It was as though they do not exist. The lowering of tax rates for lower and middle income earners, the raising of their „ earnings thresholds, plus the indexing of income taxes, may all marginally help those who are near the poverty line. They will do nothing for the actual and desperately poor. Reductions in personal income tax make no difference difference if you pay none and make very little difference if you pay very little. What Mr. Martin with his seven examples examples did not mention was the change that reduction in tax levels would do for the over $70,000 a-year earners, who might also benefit from surtax surtax reductions and capital gains taxes.
