The Ganaraska Region Conservation Authority (GRCA) are anticipating the water levels to fluctuate with continued precipitation. "The system has not been given the chance to return to base flow, value," stated Rob Franklin, of the GRCA. Though a fair amount of material is being moved downstream by the fast flowing water, Franklin says it is good to get high flow volumes occasionally, "it gets the pools in the creek cleaned out," he stated. Development in Bowmanviile's west end has been halted till additional water could be provided to that end of town. Work on the Zone 2 Reservoir has just begun, with an estimated completion date of January 200 !. Construction of the feeder- Road watch handles over 500 main to connect the reservoir to the existing main on Middle Road just north of Goodwin Street is set to begin in August of this year, to be completed in January 2001 as well. The total estimated cost of the reservoir projects is $3,664,000. The feedermain is estimated to cost $1,675,000. Clarington Road Watch launched their . C.A.R.S. (Clarington Awareness of Road Safety) initiate June, 24. Inspector Greg Reid from the Whitby Community Police Station estimates that it takes about 1 hour, in total, of a police officer's time to handle handle a complaint from a citizen. citizen. By his estimation, Road Watch volunteers have saved over 500 hours of police time in Clarington. Through this system, a citizen citizen fills out a report when they observe drivers disobeying disobeying the rules of the road. Based on the information on these reports, police send a letter to thé offending driver. A second offence warrants a phone call from the police, and third time offenders will get a personal visit from police, with the possibility of charges being laid.
