Development charges phased in Increases in Municipal Development Charges will be ' phased-in, beginning on August 1, 2000 with a charge of $5,875 per single family dwelling. Developers will have to pay 100% of the new rate at the end of the phase-in period, on January 1, 2002. At that time the development charge for a single family dwelling will be $6,994, a $1,119 increase. Council has decided to drop the industrial/institutional industrial/institutional development charge, but will go ahead and charge for commercial development. The commercial development charge is new to Clarington. This cnarge will also be phased-in, beginning at $4.08 per square metre, on August 1st, 2000, till the full impact is realized on July 1, 2003 at $20.40 per square metre. No break in development charges will be given to Adult Life Style Communities. A representative of Rice Development, owners and operations of Wilmot Creek, Clarington's only Adult Lifestyle Community, appeared before council on June 19, asking why they should pay / development charges for facilities their residents residents would never use? Mayor . Hamre' stated on Monday, "this was a very self serving argument." The Mayor indicated that residents from) Wilmot Creek use the ■ Municipal Seniors Centre, they use the fitness centre, they use our roads and arenas. Wilmot Creek does pay for their own roads and garbage pick-up, but this is the way they wanted it from the beginning, Hamre said. Both the Public and Roman Catholic School Boards will be putting forward forward a combined education development charge for approval to their respective boards. Boards must determine determine the total to be collected from development charges. These charges are necessary necessary to pay for the capital costs of school construction in areas of growth, to avoid the existing taxpayer paying for more than their fair share of the costs associated with growth.
