{ Orono Weekly Times, Wednesday, September 20, 2000 - 15 J leaders Thursday September 13, 2000 (Clarington) - Mayor Diane Harare will address the business business community at the Clarington Board of Trade Annual Mayor's Luncheon, sponsored by Ontario Power Generation Darlington Nuclear, On Thursday, September 21st, at the Courtice Community Complex, attendees attendees will receive an update on the ITER project, what it means to local businesses, and how they can help support support it. Peter Barnard, Chairman and CEO of the ITER Canada Board will be in attendance. From 11:00 a.m. to noon, there will be networking (and registration) taking place. Board members are encouraged encouraged to display literature and materials to promote their company, and everyone should take advantage of this opportunity to update others on their business. Tickets for the event are $25.00 for members and $30,00 for non-members, who can receive 10% off their' membership if they sign up during the networking and registration hour. The Clarington Board of Trade is the voice of Clarington businesses on general general issues and events that have an impact on them. FROM PARLIAMENT HILL Alex Shepherd It was an honour for me to receive a call from the Prime Minister this summer asking me if 1 would accept the position position of Parliamentary Secretary of the Treasury Board. :. • Treasury Board may be unknown to many but it is the comptroller of government and oversees the financial transactions from the point of budget preparation (this would run the gam bit from estimates to thé final analysis of how the money was spent). In order to get the' running of government right it js necessary necessary to get close to what people expect of their government. government. And, mon; importantly, importantly, how government and people can interact. To accomplish this Treasury Board is also charged with what is known as Government-On-Line (GOL). For those of you who filed your tax return over the Internet you have get a sam- trying to ith gov- different pling of how we are make interaction w emment more seamless. This is an exciting development development with many dimensions. People will be directly interact departments using their computers computers to get the answers to questions they want. They can perfonn research, download download forms, get advice on how to fill them out properly, use departmental libraries, have access to personnel who are experts in their fields. Of course, government cannot do this at the expense of people who just want to sit down and speak to someone about a problem with CPP, El, taxes or bureaucratic red tape. The civil service cannot be faceless or nameless and must always be accountable to the people. For GOL to work the whole culture of the civil service must change. The concept of silos, that is, individual individual departments of government government being fiefdoms of their own is being dismantled to allow cornmunication to occur horizontally. Another component to GOL is encouraging Canadians from all regions to speak to each other. The problems of regionalization, regionalization, becoming more evident evident everyday, are creating misunderstandings between Canadians. Just look at Alberta's premier premier Ralph Klein. He supports supports Stockwell Day because Day wants to weaken the powers of thé federal go vernment vernment and give those powers to the premiers. To me that's just: a recipe for more regionalization, the establishment of a puppet government m Ottawa and the.' rapid demolition of a great country' that Canadians in ail walks of life and all regions of Canada, spent the last 130 years trying to build. Initiatives like GOL provide a platform where Canadians can bridge regional differences differences and understand why differences exist Wouldn't this knowledge go a long way toward unifying Canadians 9 There's no question Canadians want a better understanding of how their tax. dollars are being spent And they want assurances the money is being spent m an efficient manner ' The opposition parties and media, make' much sport, which they 'should, out of deficiencies in government spending, but government is in fact heavily scrutinized. Through me the people of Durham will have a voice that, has been, still is and will be, heard in the governing process. Government is . changing to respect the. views of Canadians The management of government, to get the best results, provide efficiencies and ensure accountability, should be the hallmark of our governing institutions. With your help we can create a more responsive administrative administrative system reflecting the views of all Canadians, in all corners of the country. . ( tntario L1C 2Z8 OFF STREET PARKING by Alslinn Calms Meetings 4 and 5 of the 4 - H Horse Club were held on Sunday, July 23, 2000 at 10:00 a.m, in the Colborne/Brlghton area. Special thanks to all the drivers who drove 4-H members members to/from this meeting. Everyone who attending this meeting met at the 401/57 Wendy's cut off in Bowman ville where we then departed and headed off for John Hopkins, a 3-day eventing eventing traîner, stud farm owner, breeder and a farrier. Mr. Hopkins showed us his horses, including a Connermara pony stallion, which is her main eventer and stud. Hie told us about this 3-day eventing operation. operation. Mr. John Hopkins explained to us about, the basics of 3-day eventing (such as the 3 events: dressage. dressage. cross-country, and show jumping), the main equipment that you would need for each phase, the horses that generally excelled at this sport and how much money it costs. Mr. Hopkins then explained hi,s breeding program. He breeds Connermara Thoroughbred horses to get a smart, athletic athletic horse-an' ideal eventer. After explaining this to us, he told the 4,-H members about the bones of the horse's legs. With this information information in our heads we went to see his crdss-country course where he trained his cross-country horses on. The jumps were huge, solid, and difficult to jump, as most cross-country courses are. After thanking Mr. John Hopkins we got in our vehicles vehicles and drove to John McCann's farm to watch the exciting sport of team penning. penning. After eating our lunches, we watched the team penning. penning. There were teams of three people on horseback whose goal Were to herd cattle cattle In to a pen before the time runs out. The judge gave the trio a number (each calf had a tag with a number written on it) and they would proceed the herd the three cattle into the pen. You couldn't let cattle cattle with the wrong number get past a certain line or your team would get disqualified. Mr. Jeff McCann explained to us about the rules but more in depth. We thanked him and. were free to watch more team penning. Team penning looked like a lot of fun. Being a race against the clock. It made It more interesting, interesting, because the riders were not only competing against other teams but they were competing ^against the jclock and the cattle! It was even funny when the cattle walked into the pen themselves! themselves! Thanks again to everybody.
