A in the old days, you would fill in a tax return either by hand or computer, print out a copy, and mail it to Revenue Canada (now CCRA). Canada Post would make an honest effort at delivering it, and hopefully, it would get delivered within a reasonable time.' Revenue Canada's mail room would get a swat at it next, and if it managed managed to not get shredded at this stage, it would end up in the keypunch department. There, some underpaid, overworked keypunch operator would retype the information into the system, then some assessor would review it, and mail you your refund cheque. Round trip, 6 to 10 weeks. There were two problems with this. The first was that if the return was lost at any stage in the game, it was assumed, that the taxpayer was at fault. Interest and penalties would be assessed if there was a balance due. The only way to avoid this was registered mail, which ,is _ an expensive concept. Normally, Normally, if the refund you were expecting did not materialize with the 10 weeks, you would cal! and find that Revenue Canada had not received the return, and you could mail a second copy, and now your refund would take another 6 to 10 weeks, and you may have it for Christmas. The second problem was the keypunch stage. It was not unusual in offices 1 worked at to spend a great, deal of the summer and fall correcting Revenue Canada data éntry ■ mistakes (at great cost to the client). In one circumstance I remember, a keypunch operator had both entered the number with a decimal shifted (eg $4,000 had become $40,000) and had entered it on the wrong line. The tax return, filed April 30, was finally corrected November 28 of the same year t due to a comedy of errors on Revenue Canada's part. T.he expected summer refund was not received until the following calender year. .Meanwhile, the collections department put a lien on the taxpayer's house, garnisheed'his wages# and basically basically made a mess of the taxpayer's taxpayer's life. After all, he owed over $20,000 dollars by their records. Efile solves all the bad problems problems with the,system. If you check the tax return, you'll notice every single line has a reference number beside it. Instead of printing out a tax return, what if we just sent Ottawa the line numbers, and ' what the amount beside them was? The cornp.uter could literal literal ly rebuild the identical tax return there,' with no human intervention. That's how Efile works. At the start of every tax season, we receive half an encryption key from CCRA. After a taxpayer has reviewed and 'signed' his tax return, we encrypt the file, and send it to' Ottawa, basically the same way Email works. Ottawa's computer computer unencodes the data,' rebuilds the tax return, checks it for obvious errors (e.g. wrong date of birth), and returns either a rejection and why, or a confirmation confirmation number. Problem one, the lost return, can never happen. happen. Now, in Ottawa, the computer computer matches up the return to known data about you, and when it is satisfied, forwards it to an assessor's desk. I have yet to see a keypunch error on this system, because no humans have yet touched the data. Finally, a satisfied assessor punches a button, and your refund is issued. You normally receive your refund within 7 to 10 dttys of filing your tax return. So that's why 1 make a fuss about Efile. No errors, no missing missing information, no lost returns, fast refunds arid at q fraction of the cost of registered mail.
