There's a vast array of criteria an individual . has to meet before the invitation invitation is extended. And writing a lot of rules on how you are to behave once appointed won't change unethical behavior into behavior that is exemplary. The formula for composing composing a cabinet consists of balance balance between regions, so many from Ontario, so many from Toronto, Quebec, the Maritimes etc. Then there is bilingualism, biculturalism, the balance between genders, ethnicity and native Canadians. We want to show that we are an inclusive society. But there are some inherent problems problems with the formula and rules on how one is to behave. The criterion fails to include possessing ability or knowledge of the department the minister is going to lead. For example there is no doctor doctor or health-care professional who holds the position Minister of Health. I question how correct this is in a department department that is so complex. Most people leave a trail of their professional lives and it is simple to check their qualifications. qualifications. But when you go through the list of government appointments qualifications seem to fall by the wayside. When you put unqualified people in positions of responsibility responsibility and add to that the temptations power and influence influence bring, you have a recipe for unethical behavior. This has happened in all modern- day governments in Canada. So what is the solution? You might start with the selection criteria. It would be novel if you simply chose a cabinet based on ability and include competence and integrity. Why not expand the appointment to allow ministers ministers to pick deputy and assistant assistant deputy ministers, not from the civil service, but from the best and brightest in other sectors. Instead we seem destined to perpetuate a system which has great historical significance significance but is highly antiquated. antiquated. Would General Motors, IBM or the United Way pick their board of directors using an antiquated system? The current bandage being used to enforce ethical behavior behavior in government is the ethics commissioner, who reports to 'Parliament. Coupled with this is increased public disclosure for elected representatives. These may appear as improvements but they are not. The ethics commissioner reports after the fact. The job is akin to the privacy commissioner commissioner or the information commissioner. Why would they say things are going well, their job is to find fault. Therefore, they are a self-fulfilling self-fulfilling prophecy. They become highly overpaid overpaid critics answerable to no one. And, in the case of the ethics commissioner, what is ethical or non-ethical behavior behavior is never defined or enforced. If you are of the opinion that those who seek public office are from the shallow end of the gene pool, perhaps the better question asked is why so few good people are coming forward. One reason is the level of public scrutiny people have to open themselves up to. You do feel your privacy is transgressed. transgressed.
