8 - Orono Weekly Times, Wednesday, December 11 , 2002 Council to seek input from 407 Community Advisory Committee Clarington council will be looking to a Community Advisory Committee (CAC) for advice on the proposed Highway 407. The CAC which will consist consist of at least ten people appointed to the committee and one member of council. Groups such as the Clarington Board of Trade, Clarington Agricultural Advisory Committee and the Local Architectural Conservancy Association will be invited to appoint members. Linda Gasser, in a presentation presentation to Council on November 18, asked councillors councillors to consider striking a committee of community stakeholders to provide strategic advice to Council from a community perspective. perspective. Gasser also requested that the merits of hiring a transportation consultant be explored. "Clarington, of all the area municipalities in Durham Region has the potential to be the most effected by the Highway 407 East Completion," stated stated Gasser at that meeting. Gasser along with Steve PootHovkAiula. It was noted in the Planning Department report before council on Monday evening that 44% of the proposed highway completion through Durham Region is in Clarington. The municipality will be requesting funding from the Province for a consultant, to review the Needs Planning Report and the Terms of Reference being created by MTO for the highway. The Planning Department report does state, "It should be noted, however, that it is very unlikely that the Ministry would fund a consultant." consultant." Staff estimate the cost of reviewing the two reports by a consultant to be in excess of $15,000. The terms of Reference for the Highway 407 Environmental Assessment are expected to be finalized over the next two month. Clarington's Chief Administrative Officer, Mr. Frank Wu says that even with an early budget approval, Municipal funding funding for the consultant could not be in place in time for the Terms of Reference review. "I cannot think of a project project that has the potential to impact Clarington more than Highway 407 does," Clip and Save said Linda Gasser in her presentation to Council Monday night. " As your planning staff have advised you, waiting for the annual budget process will be too late to deal with the important important phases of the Environment Assessment process, the phases at which a municipal response can have the most impact. A consultant can help you flag fiscal impacts in addition to other impacts so the payback payback in that area alone can be huge and prepare you for future budget processes." Council approved the formation of a Community Advisory Committee and will advertise for members to sit on the committee. They will also be seeking from the Ministry of Transportation the necessary necessary funding to retain a consultant consultant who would assist Clarington in reviewing the Terms of Reference for the Highway 407 Environmental Environmental Assessment. The size and make-up of the committee are yet to be determined. "This is an extremely valuable opportunity for all residents from Clarington to make their views known and to learn about the process of developing this highway through Clarington," stated Linda Gasser following the meeting. "Involvement early in the process is where public participation can have the most impact," she said. r WASTE DISPOSAL SITES 2002 HOLIDAY SCHEDULE The Region of Durham operates full waste disposal sites in the following locations: 1640 Ritson Rd.
