"ATVs can provide hours of recreational enjoyment if the rules are followed and basic safety precautions are taken," said Connie Vail, a public health nurse with the Health Department. ATVs first appeared in Canada in the 1970s as multipurpose multipurpose utility machines and are now the fastest growing recreational vehicle on the market. Reports from the Canadian All-Terrain Vehicle Distributors Council show that Ontario ATV sales more than tripled from 1997 to 2001 and health statistics indicate that increased use during this period resulted in a rise in ATV-related injuries, hospitalizations hospitalizations and deaths. According to the Canadian Institute for Health Information Information (CIHI), ATV-related injuries are the only type of injury-related hospitalization that increased from 1997 to 2001. The CIHI also indicates that children and teens five- to 19-years old account for more than 36 per cent of all ATV- related injuries, with the highest highest risk group being young males. In Durham Region, statistics statistics also show that rates of hospitalizations due to offroad offroad motor vehicles tend to be higher than the provincial rate. In 2004, the Canadian Paediatric Society issued a position statement recommending recommending that children under 16-years old should not operate operate ATVs because they lack the knowledge, physical size, strength, and cognitive and motor skills to operate these vehicles safely. "Most deaths and injuries from ATV use are preventable," said Ms. Vail. "Major risk factors include speed, inexperience, alcohol, improper apparel and not wearing a helmet."
