Clarington Leading the Way ^ CORPORATION OF THE MUNICIPALITY OF CLARINGTON www.clarington.net 905-623-3379 MAYOR'S CORNER CANADIAN ASSOCIATION OF NUCLEAR HOST COMMUNITIES This past week I attended the annual Federation of Canadian Municipalities conference in St. Johns, • Newfoundland, where I had a scheduled scheduled meeting of the Canadian Association of Nuclear Host Communities (CANHC). The CANHC is a not-for-profit association established to provide communities, who host nuclear related industries, a forum through which issues and concerns of mutual interest can be discussed. discussed. I am the Chair of this Association and the members include the Municipality of Kincardine; City of Pickering; Town of Deep River; Point Lapreau (New Brunswick); Gentilly District (Quebec); Pinawa (Manitoba) and Clarington. The CANHC had the chance to hear a presentation from the Nuclear Waste Management Organization (NWMO) which was set up by the federal government to recommend the future management of Canada's Nuclear Fuel. According to its recently released Draft Study Report, the NWMO appears to be leaning towards, an Adaptive Phased Management approach which has the following characteristics: • entralized containment and isolation of the used fuel in a deep geologic repository in suitable rock formations, such as the crystalline rock of the Canadian Shield or Ordovician sed iment set rock; r flexibility in the pace and manner of implementation through a phased decision making process, supported by a program of continuous learning, research and development; • provision for an interim step in the implementation process in the form of shallow underground storage of used fuel at the central site, prior to final placement in a deep repository; • continuous monitoring of the used fuel to support data collection and confirmation of the safety and performance performance of the repository; and • potential retrievability of the used fuel for an extended period, until such time as a future society makes a determination on the final closure, and the appropriate form and duration of post-closier monitoring. The long term management of nuclear fuel waste is of particular interest to communities such as Clarington with existing nuclear facilities as well as to the members of CANHC. CANHC will be providing comments by the end of June on the proposal on behalf of all Nuclear Host Communities in Canada. The NWMO is hosting public information open houses to consider public comments in its Draft Study Report. Citizens are encouraged to attend.
