Canada. He left Victoria, B.C. on June 3rd and arrived in Ottawa on July 1st. His purpose was to speak to Prime Minister Paul Martin on behalf of the eighty thousand Chinese immigrants who were forced to pay • the Chinese Head Tax from 1885 to 1923. This trip by Mr. Wong was of great interest to the Woo family of Newcastle. In 1920, Jen "Charlie" Woo, then 31 years of age, arrived in Canada from Canton, China. As soon as his feet hit Canadian soil, the Canadian government government demanded $500 in cash because he was Chinese. Five hundred bucks would buy a real nice home in 1920. Fortunately, Charlie had the money. Recently, Dauphin Manitoba M.P. Inky Mark addressed the House of Commons regarding this issue. "After 1885, the Head Tax was imposed for the purpose of discouraging immigration. I hat was the very purpose. They were finished using them to build the railroad railroad and did not need them any more so they found a way to keep them out." Mark said. Durham East M.P. Bev Oda, introduced a private members bill in February of this year called the Chinese Canadian Recognition and Redress Act. This Bill seeks to have Parliament recognize, apologize and provide redress for the injustices done to Chinese immigrants immigrants through head taxes and exclusion legislation. legislation. She said, "The Chinese Head Tax and the Exclusion Act are the two most known acts of discrimination in the history of this community." community." Charlie Woo was not an unskilled labourer when he arrived in Canada. He worked in the import and export business, buying and selling coffee, sugar and other sundries to restaurants restaurants and had also worked in various restaurants. restaurants. He soon made enough money to go back to China to visit and while there married Sug Ying Mah. Charlie made numerous trips back home and over the years Mrs. Woo had three children in China. In a further effort by the Canadian Government Government to keep out Chinese immigrants, Parliament passed the Chinese Immigration Act, also known as the Chinese Exclusion Act. In 1923, the Canadian Parliament passed the Chinese Immigration Act excluding all but a few Chinese immigrants from entering Canada. Between 1923 and 1947 when the Chinese Exclusion Exclusion Act was repealed, repealed, less than 50 Chinese were allowed to come to Canada. This caused families like the Woos to be separated separated for years. Finally in 1952, Sug Ying arrived in Canada with one of her three children, children, Peter. After my father died in 1973, Mom kept the restaurant going another ten years. She did all the cooking, washed the dishes and children too." The Exclusion Act was passed on July 1, 1923, then called Dominion Dominion Day. This law was apparently perceived perceived by the Chinese Canadian community as the ultimate form of humiliation. The Chinese Canadian Canadian community called this "Humiliation Day" and refused to celebrate Dominion Day for years to come. This is why Gim Foon Wong wanted to be in Ottawa on July 1st. The Chinese Canadian Canadian National Council had asked for meetings with Prime Minister Martin on Wong's behalf, behalf, to discuss redress and discrimination issues issues for Chinese Head Tax and the 1923 Chinese Chinese "Exclusion Act".
