The total capital budget for 2006 is just over $24. million. Significant projects include the Newcastle Library Branch, the first phase of the Green Road underpass, underpass, the Mill St. bridge reconstruction, reconstruction, the rehabilitation of the King Street Bridge over Bowmanville Creek, a secondary access route to Port Darlington, Newcastle Waterfront Trail construction, a second phase to the Bowmanville Community Park, and design of a skateboard park for Courtice. Clarington is maximizing the use of federal gas tax funding as well as federal/provincial infrastructure funding to further advance our infrastructure. The operating budget is impacted by many of the items that affect a homeowner every year. For 2006, costs have increased for fuel, heat and hydro, staff wages and benefits, OMERS, facilities maintenance, and insurance. There are also four new firefighters included in the budget for 2006. The municipality has also provided increased support to the Clarington Library, Clarington Museums, the Visual Arts Centre and Clarington Community Care to assist in maintaining the Meals on Wheels program for residents. With overall growth at 3.64%, which is applied to offset increased costs, the proposed budget recommended a tax levy increase of 4.7%. Council reduced this through budget deliberations to approximately 4%. This translates translates to an approximate increase of $34 per household for the year. This represents one of the lowest increases across the Region on à true comparative basis. NEW ADMISSION CRITERIA FOR AQUATIC FACILITIES Beginning April 1, 2006, the Municipality of Clarington will implement a number of changes to its admission criteria for Aquatic Facilities (to be known as Pool Admission Policy). These changes are a result of a Coroner's Inquest, and have been recommended by the Lifesaving Society of Canada and the Ministry of Health and Long Term Care, to enhance the safety of young children in aquatic environments environments for the Province of Ontario. Changes will include the following for all Family and Public Swims: Children under the age of 8 years must be accompanied accompanied by a participating parent or guardian 14 years of age or older, who is responsible for their direct supervision. Direct supervision is defined as "within arms reach." Maximum ratio of children to guardians is 3:1. Children aged 8 and 9 years who cannot pass the facility swim test must be accompanied by a participating parent or guardian 14 years of age or older, who is responsible responsible for their direct supervision. Maximum ratio of children to guardians is 4:1. Guardians or group leaders are responsible for the children children in their care while in the facility and must directly supervise the children at all times. Direct supervision for this purpose means "in the water."
