12 - Orono Weekly Times Wednesday, May 3,2006 2006 REGIONAL BUDGET AS IT PERTAINS TO PROVINCIAL DOWNLOADED SERVICES The 2006 Regional Budget provides funding for Provincial Downloaded . Services totaling $77.1 million which is an increase of $3.2 million or 4.3% over 2005. The 2006 allocation for Provincial Downloaded Services comprises about 20% of total property taxes that will be collected by the Region in. 2006. The single largest component of the Region's 2006 Provincial Downloaded Budget is the Region's share of the Province's billings for Social Assistance and Social Housing costs across the GTA including Toronto. The Region's share for 2006 will increase by approximately $2.2 million over 2005 to $61.6 million resulting in an increase in the 2006 Regional Tax Rate of 0.7% or about $13 for an average residential home valued at $280,000, Durham's estimated payment for 2006 of $61.6 million is comprised of $32.4 million million for Social Assistance and $29.2 million for Social Housing purposes. While Durham's costs of Social Assistance and Social Housing services within Durham for 2006 are expected to be about the same as the amount that Durham must pay to the Province under the scheme to pool these costs across the GTA including Toronto, there is concern that Toronto's Social Assistance caseload may escalate and put Durham at risk of paying a higher share of Toronto's increasing welfare welfare costs. Durham is also facing higher cost pressures throughout many of its 2006 Departmental Budgets as a result of the Province's continual downloading overtime of service responsibilities to municipalities without providing matching funding required to deliver these programs. Since the realignment of Provincial - Municipal services in the early 1 2000's, Provincial funding has not kept pace with the costs of services provided by the Region such as Emergency Medical Response, Facilitates for Long Term Care, Provincial Highway Interchanges, Social Housing, Ontario Works and Transit, just to name a few. As well, Provincial Ministries continue to upgrade minimum standards for mandated Provincial services. Often this "Stealth Downloading" leaves municipalities saddled with additional costs necessary to provide services without additional additional Provincial funding. In addition to the GTA Pooling costs, the Region's 2006 Budget also includes allocations for other Provincial Downloaded Services including $6.3 million for the Municipal Property Assessment Corporation, $3.6 million for GO Transit and $3.9 million for further costs related to Social Housing. These additional items, when combined with Durham's share of the GTA Pooling costs for Social Assistance and Social Housing, result in a total 2006 Provincial Download Budget of $77.1 million for Durham in 2006. It is totally unacceptable for the Province of Ontario to con' tinue to download on the backs of the property tax payers.
