MAYOR'S CORNER BACK TO SCHOOL It's that time of year again when young children will be crossing streets on their way to and from school. Courtesy and safe driving practices are of the utmost importance in school zones. | ] Wr wish to remind motorists of the fol lowing safety tips: • slow down when pedestrians are present; • watch for Crossing Guards and be prepared to STOP; • when stopping for a Crossing Guard, keep 10 metres back of the crossing area. . Parents driving their children to school: ' • do not park unless it is absolutely necessary; • safe delivery with a "kiss and go" frees up space for the next parent; • park legally to ensure the safety of others; • consider car pooling with your neighbours or walking on nice days. Parents walkinn with their children: • set a good example for your children by crossing with the Crossing Guard if one is provided; . where no Crossing Guard is provided, have children look both ways and decide when it is safe .to cross the road. This will develop develop their judgment skills. Parents should remind théir children who are walking on their own _tg: • go to a crossing guard location, if one is provided; • obey the Crossing Guard at all times; • look both ways for safe gaps in the traffic where there is no Crossing Guard provided. SCHOOL LOCATION SIGNS: School Zone signs, with the pentagon shape (point on top), are advance signs to warn motorists to be alert to young pedestrians and drive With caution. Rectangular School Crossing signs, indicates a supervised crossing where motorists must obey the Adult Crossing Guard when they hold up the STOP paddle. At various school crossings, where student patrollers control the students by holding them back until safe gaps in traffic are present, motorists must be cautious cautious and courteous at all times. Children and parents should be reminded that when there is no Crossing Guard on duty at a posted crossing location, it offers no added protection, meaning that MOTORISTS ARE NOT LEGALLY LEGALLY OBLIGATED TO STOP and children must look both ways for ' safe gaps in traffic. A number of years ago the Municipality changed from the white on blue school signs to the black on fluorescent yellow colour to improve safety and increase awareness. We are now gradually adopting new stop paddles with a flashing red light to improve visibility visibility of the Crossing Guards. Our By-law Enforcement staff and Durham Regional Police visit school locations frequently to ensure compliance with traffic bylaws. bylaws. Our Planning Services Department administers the Adult Crossing Guard program while Engineering Services monitors safety and the need for new Adult Crossing Guards. With your co-operation and safety of everyone in mind, we can provide our children safe routes to school. Elector Qualifications - Who Can Vote? • A person is entitled to be an elector in the Municipality of Clarington if hé or she, on Voting Day, is: • A Canadian citizen. • At least 18 years old. • A resident of the Municipality of Clarington or the owner or tenant of land in the Municipality of Clarington, or the spouse of such an owner or tenant. • Not otherwise prohibited by law from voting. Persons prohibited from voting: The following are prohibited from voting: • a person who is serving a sentence of imprisonment in a penal or correctional institution. • A corporation. • A person acting as executor or trustee or in any other representative representative capacity. ' • A person who was convicted of the corrupt practice described in Subsection 90(3) of the Municipal Elections Act, 1996, if Voting Day in the current election is less than four years after Voting Day in the election in respect of which he or she was convicted. NOTE: Qualified electors may vote ONLY ONCE in a local election within a given municipality. Electors who own or rent more than one property in the Municipality of Clarington may appear more than once on the Voters' List and may, therefore, receive more than one Vote- By-Mail Kit. The onus is on these electors to vote ONLY ONCE. The ballot must be cast for the Ward within which the elector maintains maintains his or her permanent residence. REVISION OF THE VOTERS' LIST Commencing September 5,2006 the Voters' List for the 2006 Municipal Election will be available for inspection at the Municipal • Clerk's Department, Municipal Administrative Centre. The Revision Period runs from Tuesday, September 5,2006 until the close of voting voting at 8:00 p.m. on Monday, November 13,2006. Electors are encouraged to examine the list as soon as possible after September 5,2006. The snow clearing service on municipal sidewalks will start after a snow fall ends and only when there is more than 1 inch of snow on sidewalks. The resident/homeowner must provide material (sand or salt) on the sidewalk as needed. The driveway windrow ■ snow clearing sen/ice will not be undertaken until .the snow ploughing on all Municipal streets has been completed and are not called out for 6 inches or less. If vou require access to your drive; wav nr sidewalks before our service is activated, it is the home ; owner's responsibility. To be eligible for this service, applicants must be 65 years of age or older or be physically disabled, occupy a single family dwelling which fronts onto a Town street in the specified urban areas of the specified hamlets, and have no able bodied persons under the ana of 65 years residing on the property. Senior citizens must provide provide a photo copy of a birth certificate or Senior Citizens Card; physically disabled applicants must provide a doctor's certificate each year. Application Forms can be obtained from the Operations' Department, 2320 Taunton Road or at the Municipal Administrative Centre, Customer Service Reception Desk at 40 Temperance Street In Bowmanville, or by calling 905-263-2291.
