A deal arrived at last spring by the BIA's, the Municipality and the big box developers, provided $60,000 from the developers to each BIA if they did not oppose the proposed proposed development to the Ontario Municipal Board (OMB). Bowmanville BIA challenged challenged the proposed development, development, based on a 1990 agreement agreement which tied, the addition of retail.space to population thresholds. It was the position position of the Bow-manville BIA that those population thresholds were not yet in place, thus the increase of , 700,000 sq. ft new retail ; space was not warranted. ■ Their appeal was dismissed at the OMB without a hear- ing as the evidence provided did not reflect a land-use planning issue. While Ron Hooper, Chair of the Bowmanville BIA, was disappointed disappointed with the ruling, issued in a written report on '. August 22nd, now "It's time to move on." As they did not join in the OMB appeal, the Orono and Newcastle BIA get to share a total of $200,000. in payments payments to be made over the next five years. The amount is to be divided between the two BIA'S in a proportion yet to be determined. Special council meeting for pit expansion Changes made to the proposed proposed Kovack's gravel pit expansion are all positive, according to Murphy Road resident Anna Bragg. The gravel pit is situated at the north east comer of Regional Road 20 and Murphy Road. • Bragg addressed council in a special council meeting, held last Thursday morning. When she addressed council council in a public meeting dealing with the pit last September, Bragg voiced concerns over the future of a 7.5 hectare woodlot on the property, the amount of traffic on Murphy Road generated from increased pit operations, and her property values, as her home backs on to the pit. The pit owner, Ron Robinson Robinson Ltd., has agreed to move the pit entrance from Murphy Road to Regional Road 20, in their latest application. They have also made provisions to preserve the woodlot on their property. Bragg still feels there should be a contingency plan in place to deal with the increased truck traffic which the expanded pit operation will generate, though she does feel the new entrance will provide provide better visibililty for trucks going in and out of the pit. Under the current license, ■ a maximum of 350,000 tomies of aggregate a year may be extracted from the pit. The expansion is to allow l million tonnes of extraction per year. Part of the expanded pit operation operation also includes the importing importing of limestone products for blending with aggregate from the pit for resale. When the pit is operating at the maximum allowed, truck traffic in and out of the pit will increase to 315 trips per day according to Bragg's calculations, calculations, over l truck a minute. She feels strongly that there are unforeseen problems down the road with so many trucks going in and out of the pit, and she doesn't feel that the "time will tell' approach is sufficient. She would also like to see some timelines in place. As far as she is concerned, the pit owners have said what they will do, but they've never said when the changes will be in place. Bragg says she would like to see some timelines on paper. The pit expansion had to be dealt with in a special council meeting, last Thursday morning, morning, so that the necessary approvals could be in place befoïe council recesses for the election.
