The facility opened in October 2006, and in January 2008, Council voted to close the facility as it was falling far short of their expectations. The facility cost $2 million to construct, and $250,000 a year to operat "Last. fall, this Council agreed that CCD was a good fit for the Total Hockey space, and I think it is fair to say that this Council didn't pay much attention to how much it was going to cost to renovate." In a letter to Clarington Council dated last fall, CCD said that while they were interested in leasing the Total Hockey space, they could only afford to pay up to $150,000 in leasehold improvements. Council then gave direction to staff to con- tinue to work with CCD to find out what their needs were. "This was never a good fit," said Novak, adding that Councillors should never have been put in a position to "choose between a wonderful community group, and what was needed for this munici- pality." According to Novak, the municipality should be focused on delivering its man- dated services. "Without ques- tion, our first priory should be things that are dangerous to our community," she stated.
