The clocks will be set ahead one hour at 2 a. m. the fourth Sunday in April and will continue until the last Sunday in September at 2 a. m. ; The passage of the ordinance was merely a matter of form to comply with a decision made several years} ago by a vote of the people that the daylight time should take effect every year unless voted out again. The council itself does not care particularly for the new time arrangement but agrees that in order to avoid confusion with Chi-- cago the new time should be adopted. Were Waukegan to have its noon hour from 12 to 1 o'clock standard time and Chicago were to have it from 12 to 1 o'clock new time, two hours would be lost during the day instead of one in all tween cities.
