No motor vehicle shall be operated upon any street unless the same is provided with a muffler in efficient and ac-- tual working condition and the use of a cutout is forbidden. 38. Brakes. ~It shall be unlawful to operate any. motor vehicle upon any street unless said vehicle is equinped with good and sufficient brakes in efficient workinfi condi-- tion, or to operate any vehicle which is so loaded that the operator does not have ready access to the mech-- anism operating the brakes of said vehicle. 37. Width of V'ehiclffiand. Load. It shall be unlawful for any person travel-- ing upon any bicycle, motorcycle, or any toy vehicle to cling to or attach himself to any moving vehicle or street car upon any roadway. 27. -- Unattended Animals. It shail be unlawful to leave any horse or mule unattended in any street with-- out having securely ftastened said animal. 25. Riding Bicycles and Motorcy-- cles.
