The background appears to be smoky as though there is a fire. Is that a stream of water being shot toward either Victoria Hall or the building to the east of it? Why is there a crowd to the west looking toward the 'smoke' and 'stream'? The cluster of men at the base of the supposed stream appear to be wearing long coats while onlookers are not - could they be firemen?

The accompanying photograph of the period 1879-80 shows King
street, Cobourg, looking eastward from a little west of the George Street intersection. A quick glance at the old picture would suggest a fire, but the spray from the equipment of No.1 Hose Company is not directed at a fire but is merely a practice operation in front of Victoria Hall
