Heavy Fines for Persons Taking Down Barriers or Otherwise Breaking By-Law
On Tuesday night the Council passed a by-law, or rather amended the traffic by0law passed in 1917, as follows:--
Must Not Turn Round Except at Intersections.
1.—The driver of any vehicle, when driving from one side of the street to the other, must do so only at a street intersection, and in the same way as traffic on each side of the street. A driver of a vehicle must not turn round except at an intersection.
Traffic Under Control of Police2.—The absolute control of vehicular and pedestrian traffic in the streets shall be under the control of the Chief of Police, the Mayor and Constable, who shall have the duty of enforcing the provisions of this By-law.
Must Not Take Down Barriers3.—That it shall be lawful for the said Corporation to close any part of any of the streets in the said Town of Cobourg for the purpose of repairs or reconstruction or for any other purpose deemed advisable by the Chairman of the Streets Committee and the Chief of Police of the said Corporation; and any person taking down any barrier placed for the purpose of closing said streets, or driving over the part of said streets so closed, shall be guilty of a breach of this by-law.
No Tractors Allowed on Paved Streets4.—No traction engine or tractor shall be allowed to travel along or cross any paved street in the Town of Cobourg except on planking or when using proper cletes complying with the act to regulate the load of vehicles operated on highways being Chapter 49 Statutes of Ontario 1916.
May Park in Centre of Street—But only 15 Minutes at Curb.5.—Vehicles shall not be allowed to stand on the street outside any premises, at the curb, for a longer period than fifteen minutes on King street between Church and Spring streets, and on Division street between King and Covert streets, except on King street between the Albion Hotel and Spring street, and except on Division street between King street and Swayne street, where angle parking in the centre of the street is permitted under the supervision of the police; but no car shall be parked on any street intersection.
May be Fined $50 for Breach of Any Section of By-Law6.—Any person convicted of a breach of any of the provisions of this By-law shall forfeit and pay at the discretion of the convicting Magistrate a penalty not exceeding (exclusive of costs) the sum of fifty dollars for each offence and in default of payment of the said penalty and costs forthwith, the said penalty and costs, or costs only, may be levied by distress or sale of the goods and chattels of the offender. And in case of there being no distress found out of which such penalty can be levied, the convicting Magistrate may commit the offender to the common gaol of the United Counties of Northumberland and Durham with or without hard labor, for a period not exceeding twenty-one days, unless the said penalty and costs (if any) including the costs of the said distress and of the committal and conveyance of the offender to the said goal are sooner paid.
