A By-Law to regulate the traffic on the highways of the Town of Cobourg.
The Municipal Council of the Corporation of the Town of Cobourg, enacts as follows.
1. In this By-Law;
(A) “Highway” shall mean a common and public
highway and shall include a street, and a bridge forming part of a
highway, or on, over or across which a highway passes, and shall
include a public Park, Parkway and Driveway.
(B) “Motor Vehicle” shall include automobile, locomotibile[?]. Motor
Bicycle, and any other vehicle propelled or driven otherwise than by
muscular power.
(C) “A Vehicle” shall include a vehicle drawn by one or more horses or
other animals, traction engine and a motor vehicle.
(D) “Peace Officer” shall include a Mayor, Warden, Reeve, Sheriff,
Deputy Sheriff, Sheriff’s Officer, Justice of the Peace, Jailer or keeper
of a prison, and a Police Officer, Police Constable, Bailiff, Constable,
or other persons employed for the preservation and maintenance of
the public peace, or for the service or execution of civil proceedings[?].
(E) “Curb” (or Kerb) shall mean curbstone or a row of stones or cement
blocks standing on edge, set on the outer edge of a pavement as a
finish.
2. The driver of any vehicle shall stop when signalled to do so by a Police
Officer.
3. The driver of any vehicle shall keep to the right hand side of the
highway when driving on any street.
4. Drivers of all vehicles meeting shall pass each other to the right.
5. The driver of any vehicle overtaking another vehicle shall pass to the
left, and not pull over to the right until so far ahead as not to interfere
with progress of vehicle passed.
6. The driver of any Motor Vehicle about to turn either to the right or left,
shall previous to so doing, signify his intention by extending horizontally
his right or left arm as the case may be.
7. All drivers of Motor Vehicles shall sound alarm when about to turn a
corner.

9. The driver of any vehicle turning to the left into another street, shall
pass to the right of, and beyond, the centre of the intersection of the
streets before turning. (thus)
10. The driver of any vehicle when turning from one side of a street to the
other shall do so by turning to the left, and in the same way as traffic on
each side of the street. (thus)
11. A driver must leave his vehicle standing with its right hand side to
the Curb, the wheels on the right hand side to be not more than twelve
inches from the Curb, and no vehicle shall be allowed to stand abreast
or outside of another vehicle, so standing at the Curb.
12. When complaint is made to the constable by the occupants of
premises abutting on a street, in regard to the standing of vehicles in
front of said premises, constable is empowered to have said vehicle
removed, if, in Constable’s judgement complaint is justifiable.
13. No driver driving any …[?] from an alley, stable, [?] or other area, or
building[?] abutting on a sidewalk, at a pace faster than a walk, and
motor driver’s vehicles must sound alarm before crossing sidewalk.
14. The driver of any motor vehicle shall not at any time try cutting out
muffler, or otherwise cause such motor vehicle to make any
unnecessary noise.
15. All drivers of vehicles have the right of way over those approaching
from the left, but they must give right of way to those approaching from
the right.
16. Drivers of vehicles on the approach of fire fighting apparatus on
way to Fire, or of funeral procession shall immediately turn their vehicle
to the right hand Curb, and come to a stop until such apparatus or
processions have passed.
17. Slow moving and heavy traffic shall keep as near the right hand
Curb as practicable so as to make room for faster moving vehicles to
pass on their left.
18. No one in any highway shall drive a vehicle constructed or loaded
so as to prevent the driver thereof from having sufficient view of the
traffic on both sides and in front of such vehicle.
19. The provisions of the “Highway Travel Act” R.S.Q. 1914 Chapter
200, and of the “Motor Vehicle Act” R.S.Q., 1914 Chapter 207 and all
amendments to said Act are hereby adopted as if they were exacted
and written in full in this By-Law.
