Engineer’s Report to the Band Stand Committee and to The Board of Parks Management as to the Best Location of the new Shell Bandstand; the suggested alterations and the proposed improvements to Victoria Park

To the Band Stand Committee and the Board of Park Management.
Gentlemen:

Acting on the request of the chairman of the board of Parks Management, I have prepared a sketch of a portion of Victoria Park showing the most advantageous location for the proposed shell Band stand and the alterations and improvements that will be necessary should the band stand be located as I have indicated.

In this my report to you. I will attempt to give a summary of the reasons for choosing this site.

The first point to consider is to have the building so located that the maximum area of the park will be covered by the sound waves. On my sketch the red shading lines indicate this.

The next point taken into considerations is the visibility of the stand from the park entrances. In this location the stand will be in full view of the McGill Street entrance, Church Street entrance, and Arlington property should a new entrance be made at this point. There is however a very small area immediately north of the row of trees from which the visibility of the stand would be poor. This can be partially eliminated by removing three to four trees nearest to the stand. Often trees may be trimmed if it was thought necessary. The trees will have no effect of the passage of the sound waves.

The stand, located in this position would not be favoring some particular individual or party, but would serve the general public to the best advantage.

The view of the lake from the north would not be blocked a great deal more than at the present. A grove of trees are at the present located immediately to the rear of the site.

The stand located in this position should not detract from the commercial value of the Pavilion.

I communicated with fire Chief (?) as to the fire hazard that may be created by having the stand located here. He recommended a space of sixty feet be left between buildings. A hydrant fed by a six inch water main is located some 350 feet from the site. Take other factors into considerations I decided on 45 feet clearance between buildings.

This site should not affect the sports play ground immediately to the east of the pavilion.

Should the stand be located as indicated on the sketch, it will be necessary to close the part of Perry Street in front of the band stand. The cinders may easily be removed, at the (?).

The closing of the street brings additional problems to the considered parking space for the pavilion patrons would have to be provided for; provisions would have to be made for cars on McGill street to turn about. The solution to these problems is clearly pictured for you on the attached sketch. The cinders, now on Perry Street may be dumped of the sand at the end of McGill Street.

I would further recommended that on McGill Street, Queen Street, and Church Street the road ways be widened; the deeper ditches be filled and replaced by shallow gutters and that ample (?) be made for both traffic and the parking of cars along these streets.

These, gentlemen are the points as I see them for you to consider, and I trust that this is a solution to your problem of band stand location.
