The man in the picture is Charles Smith Rutherford.Charles Smith Rutherford was awarded the Victorian Cross for service during World War I. Born 1892. Died 1989. His wife was Margaret Helen Haig. Born 1894. Died 1980.

I have that same photograph signed and dated.
