Plans are already under way for resuming the rural telephone expansion program suspended in 1940, when equipment and material became urgently needed for the armed forces. Surveys are being made to determine the needs and to provide the facts for carrying out plans to expand farm telephone service. ONYON COLBORNE, Ontario NORTHUMBERL AN D MUSIC FESTIVAL ASSOCIATION MEETING The Annual Meeting of the Northumberland Music Festival Association was held in Colborne High School on October 3rd, with 20 members present. It was decided to revive the Music Festival now that the war has ended. The former officers were re-elected. It was decided to hold the 1946 Music Festival in Brighton on May 15, 16 and 17. The Syllabus Committee has as chairman Mr. W. R. Freeman, of Brighton. This committee is called :o meet at the residence of Mr. W. A. Atkinson, R.R. 1, Roseneath on Thursday, October 25th, at 7.30 p.m. The other members of this committee are Misses Myrtle Hardy, Margaret Atkinson, Frances Solomon, Carrie Doxsee, Edith Hilliard, Lillian Floyd and Edith Dunn, Mesdames L. Bingham, Geo. Campbell, Chas. Howey, Nellie Leggett, Helen Cooper, R. S. Martin, Lenna Alexander, Ruby Meggs, D. C. Hoskin, Aletha Jamieson and Allan Watson, and Sr. Anna Gertrude, and Messrs. Albert Hazell, W. T. Stanley, and W. H. Carlton. The Prizes Committee chosen is as follows: Mr. Frank Wilson, chairman; Mrs. J. Delaney, Mr. W. J. Nesbitt, Mrs. R. E. Drope, Mrs. W. A. Good-fellow. NORTHUMBERLAND HOLSTEIN DAY Warkworth Fair on October 5, had the Northumberland County Black and White Day held in conjunction with its activities. President Eric Merrill and Secretary Lindsey Anderson and the local herd clubs were well pleased with the event. Roy Orminston, field man, looked after the entries and the judging was done by J. M. Fraser, Streetsville, Ont. Grand champion male was the Senior Herd Sire owned by D. C. Hoskin, Cobourg, R.R. 5, "Supreme Pabst John" with the reserve senior going to Herd Sire of J. C. Nelson & Sons. Junior Champion and reserve grand was a junior bull owned by W. A. Atkinson & Son, Rosneath with the Reserve Junior calf from the herd of E. L. Anderson. In the female grand champion the Senior cow shown bv Thos. J. Convey of Dartford with the Reserve Champion Female also a 2-year-old heifer in milk from the Nel-herd and the Junior Champion NORTHUMBERLAND AND DURHAM LAW ASSOCIATION The Annual Meeting of the Northumberland & Durham Law Association was held in the Law Library at Cobourg on September 24th, with a good representation of members present. The minutes of the meeting of April 23rd, 1945, were considered and adopted. In the absence of the Chairman of the Library Committee, MacColl presented the annual report, listing the new books received by the library. The report was adopted. The Secretary-Treasurer presented his report, copies having been furnished to each member previous to the meeting. The report showed the Association to be in a sound financial position, and was adopted. His Honour Judge German reported on the activities of the Federation of Law Associations, particularly dealing with amendments to the Solicitors Act relative to protection of the profession. He advised that one of the Benchers of the Law Society, George T. Walsh, K.C., had been chosen to make representations to the Attorney General respecting such amendments. He reported Federation of Law Associations District No. 6 was to meet in Peterborough on October 26th, and certain correspondence from W. R. Philip, of Peterboro, was read to the meeting. His Honour urged all members of the association to attend if at all possible. Certain new business was dealt with by the members, and the President H. R. Deyman read a letter from the National Trust Company, the Executor of the Will of the late Charles A. Payne, K.C., relative to a bequest of his law library and office furniture to our association. In conjunction with this, the question of increased library space and general improvements in the condition of the library were discussed and certain recommendations made. Upon motion the gratuity of the librarian was increased to $75.00 per annum. The question of the Floral Tribute Fund was again brought to the attention of the meeting and it was decided that a committee to consist of the President and Secretary Treasurer should be responsible for the purchase of any floral tributes and that each member be assessed at the end of the year in proportion to the amount spent in this respect. Discussion of the present Solicitors' Tariff for the United Counties of Northumberland and Durham revealed that it was generally satisfactory, but that the item respecting preparation of Income Tax Returns should be amended to include "Minimum charge for the preparation of T.l Special $3.00." A large number of the prefabricated, barrack-type huts that sheltered United States Army soldiers and civi: lian workers during the building of the Alaska highway will be used this winter to house 400 returned service men and their families in Edmonton. Each unit will have its own living room, a small dining room off the kitchen, bathroom, utility room and one or two bedrooms. A general discussion ensued as to the increasing growth of juvenile delinquency, especially with relation to the part our association might play in curbing such, and assisting the various organizations in their work of juvenile training and suppression of crime. The following resolution was ordered incorporated in the minutes, and copies thereof forwarded to tho Counties Council and the Ontario Provincial Secretary "Resolved that the attention of the Counties Council and the Ontario Provincial Secretary be called to the deplorable conditions under which juveniles are detained pending trial, and of the lack of segregated detention quarters juveniles both male and female and that this association strongly urges that properly segregated detention quarters be immediately provided for male juveniles in the Counties Goal and for female juveniles in the Ontario Training School for girls at Cobourg." His Honour Judge German pointed out that the election of the Benchers of the Law Society would be held ia March, 1946, and that there was every reason to believe that a Bencher could be elected from Northumberland and Durham. The Secretary was instructed to send ballots to each member of the association for nomination of a candidate for Bencher.
