Elephant is Rival of Tractor In Farming Along Congo River In the open areas of the Congo Basin where mid-African food necessities now require the plough, Belgium has developed a rival to the gasoline farm tractor. Its motive power is generated by fifty grammes of salt a week, a little cassava stimulant and such wild roots and plants as abound Tracy Phillips, reporting to The London Times from Api, says the tractor's rival is immune from the tsetste fly that bothers domestic draught animals, can pull stumps, turn the sod of one and one-quarter acres a day, is operated by a mahout getting 24 cents a day, and is fourteen times less costly than ploughing by tractor." This new aid to the farmer is elephant. It is increasing in the Congo Basin, but further statistical details indicate that the effect on Detroit' annual output of 300,000 tractors i not immediately threatened. After forty-eight years of trial and expert ment, there are available only about twenty-four trained or partly trained farm elephants in the region; they work but six hours a day; their stint of one and a quarter acres compares with twenty-five or more for the American machine, and they cost $2, 400 each against a price of about $400 F.O.B. for the tractor. Britain Insists On Maintaining Rights in Egypt Correspondence Between the Two Governments Published in British Capital London.--The British Government's reply to the Egyptian Premier's note of March 30, which has been published, reiterates Great Britain's determination to insist on the discharge of its responsibilities under the declaration of 1922, since the Egyptian Government has rejected the tretay negotiated by Sir Austen Chamberlain, British Foreign Minister, and the former Egyptian Premier, Sarwat Pasha. Great Britains thus reserves the ght to protect its comomunications i Egypt, defend Egypt against foreign aggression and care for the "ghts of foreign residents and minor-ies in that country. The note of the new Egyptian Pre-lier, Nahas Pasha, which was also made public by the Foreign Office, declares that the British memorandum of March 4 assumes an attitude unacceptable to Egypt, which, it adds, "cannot without a complete change of characted give to an intervening stateh the right of control" over its own acts. Ihe Egyptian Government, says the note, "cannot admit the principle of intervention," which would be tantamount fx. its veritable abdication, and it furthermore declares that Egypt is fully ready to watch over the security and tranquility of British subjects and other foreigners in Egypt- The British reply declines to accept Nahp's note as a correct exposition of the relations between Britain and Egypt or of their respective obligations. It points out that following the declaration of 1922 recogni7ing Egyp-tion independence subject to reserved, points, Britain informed the foreign powers that the welfare and integrity of Egypt was necessary to the peace and safety of the British Empire an;l that this welfare and integrity always ' would be maintained.
