Heir to the Throne Is Honored LONDON, Dec. 13.--A Reuter cable from Lucknow, India, says that Lucknow gave the Prince of"Wales a great reception. Following the usual official reception and the inspection of the guard of honor by the prince, a procession was formed by a strong the 106th Queen's Lancers. The scene enroute was really remarkable. A strike had been proclaimed by the disloyal element, but the populace clearly disregarded it. Behind the lines of British and native troops guarding the thoroughfares were massed unbroken crowds squatting and standing, scores deep. While the bursts of cheering were chiefly confined to the European quarters, the whole demeanor of the jiatives was one of friendly curiosity. Evidently the action of th& Indian Government in taking steps to put an end to intimidation by the extremists was pleasing to the native mind, which loves pageantry. LONDON, Dec. 13.--In the absence of any new move and awaiting important developments of the coming week, the press and public are engaged ill estimating the chances in the pending struggle for and against the new Irish treaty. Those best informed see no reason to modify their view that the treaty will be accepted by the Irish people, but are inclined to. take a less sanguine view of its chances in the Dail Eireann meeting this week. Present indications favor a majority in the Dail Eireann for the treaty and probable reference to a ' iscite of the Irish people. In the ish Parliament ratification is considered quite safe. ' Premier Lloyd George utilized the week-end at Chequers Court in preparation of his speech for delivery in Jhe House of Commons. He is expected to speak an hour and a half, and to make a powerful plea for the treaty. It is believed that the debate will be concluded more speedily than was at first thought possible, and that the treaty may be ratified and the session closed by the end of the week. The necessary legislation to give effect to the settlement will be introduced at the new session in February. Sir James Craig, the Ulster Premier, who has been conferring with the Prime Minister fii London, returned to Belfast Sunday, but no definite expression of Ulster's attitude is looked for until the fate of the treaty in the hands of the Dail Eireann is known. Respecting reports that Ulster is demanding some financial concessions on lines similar to the privileges Southern Ireland will get under the treaty, Sir Robert Stevenson Horne, Chancellor o£ the Exchequer, in a speech at Newcastle Saturday expressed the conviction that no responsible Ulster statesman would think of claiming a lower rate of taxation for Ulster than operated in Newcastle or Glasgow. This seems to cut out any chance of Ulster getting such relief except by coming into the treaty. The Ulster Premier, on leaving declined to say anything about the settlement. "I have arranged with my friends on the other side," he explained, "that we will observe the strictest reserve, and in the present critical and anxious time I think that course will best serve the interests of all concerned." Lord Middleton, leader of the Southern Unionists, in a letter to Premier Lloyd George, thanking him for the information contained in a letter from Arthur Griffith that the Southern Unionists would have a full share of representation in the first Chamber of the Irish Parliament, urges him that in accordance with the Government's pledges and terms of the 1920 act, certain questions should be the subject of an agreed settlement before the transfer of powers to the new Government of Ireland. These questions include the completion of the land purchase, the question of dual taxation in the two countries and provision for compensation for losses during the late unrest in Ireland. On all sides there is praise of the team work by the Premier. Lord Birkenhead, Austen Chamberlain and Winston Churchill. Whenever failure seemed inevitable one of the four would bring a suggestion opening a new door. Arthur Griffith and Michael Collins now have received assurances of support from 8 0 members of the Dail, the total membership of which is 120. OTTAWA, Dec. 13.--With the single exception of the Yukon, election results are now sufficiently complete to show who are the memlfcrs for 'all seats in the House of Commons. The number of Liberals will be 117, the late figures in Parry Sound showing James Arthurs, Conservative, to have 60 more than Dr. Mason, Liberal. This Conservative gain, however, is offset by the defeat of Frank Keefer in Port Arthur. The Progressive, Mr. Kennedy, has been elected in that riding by more than 100. Five or six small polls still unheard from cannot change the result materially. The Yukon has had one of the closest battles of the whole campaign. Dog sleds are bringing in returns from polling booths at the extreme ends of the riding, and it will be some days before the final figures are available. With ten polls to hear from George Black, Conservative, has a lead of 21 votes on F. T. Congdon, Liberal. The standing of the parties is now: Liberals, 117; Conservatives, 50; Progressives, 65; Labor, 2! Yukon inconinlete.
