WOODSTOCK, Dec. 20.--After 50 years' representation in both the House of Commons and the Provincial Legislature by Liberal members, North Oxford broke from its tradition yesterday and elected a U. F. O. candidate over a Liberal and an Independent Conservative for the Legislature. David M. Ross, formerly a Liberal and now Farmer, was elected by 1,303 over his nearest opponent, W. W. Day, Liberal. Colborne The by-election was caused by the death of John A.' Calder, late Liberal member. The vote was smallin the city of Woodstock, affording a decided advantage to the Farmer candidate, as 90 per cent, of the vote was polled in the townships. As in the Dominion elections, the towns and cities ; gave the Farmer candidate little I support. In the city of Woodstock tne Liberal candidate had 1,991, as against 718 for the Farmer and 724 for the ■dependent Conservative. In Tavistock, a town, the Liberal had 265, against 45 for the Farmer. In , Embro, an incorporated country vil- j lage, and near his home, Mr. Ross I had a majority of 100. PLEADING FOR TREATY. Irish Leaders Make Strong Appeal for Peace. DUBLIN, Dec. 20.--Ireland, under the status granted her by the pending agreement, would have the same right as Canada to send an ambassador to Washington, declared Michael Collins, Sinn Fein finance minister, in arguing for ratification of the Anglo-Irish treaty before the public si ssion of the Dail Eireann Monday afternoon. ■ Arthur Griffith said if the treaty .were rejected and Ireland went to war again, she would be fighting against the world. He declared the Irish plenipotentiaries went to London to perform as difficult a task as could be placed on the shoulders of man. (Cheers.) Other men were asked to go to London but they had refused. '"We went," he continued, "and brought back a treaty which safe- j guards the interests of Ireland -- by that treaty I'm going to stand, and everyone behind us with a scrap of honor is going to stand by it." ■ Speaking of the plenipotentiaries Who negotiated the treaty, Mr. Griffith said: "It is for the Irish people, Who are their masters and not their servants, as some people imagine, to say whether this is a good enough treaty." j He declared Ireland should not be ajked to throw away the treaty and uflluiii lo war ovar the-mere quibbling of words. "So far as my voice 1 c|n be heard," he added, "not one j Irishman's life shall be lost on such , an issue." Mr. Griffith said evacuation of Ire- j land had been brought back after 7 00 1 years, and that the Irish army and ! Irish people would see that the Irish Free State was not a mock treaty sham. While Mr. de Valera was in j America, Mr,. Griffith said he had the responsibility of helping in the de- i fence because Ireland was fighting j an enemy which was endeavoring to | interfere with their liberties. | ■But if they rejected the treaty Ire- j land would not be fighting such an i enemy; she would be fighting against 1 tire sympathy of the world and all I the nations that comprised the Brit- | ,ish Commonwealth. He declared the oath provided for in the treaty would pledge the allegiance of those taking it to their own country. He said the treaty brought peace with Britain, alliance with Britain, and meant the rebuilding of Irish hopes, aspirations and civilization. He concluded his appeal for ratification by saying it would make the Irish stand as equal and free partisans with Britain and "make after 700 years the greatest revolution ever made in the world's history--a revolution seeing these two countries standing not apart as enemies, but as equals and friends." Constitution of Southern Rhodesia to Be Altered. LONDON, Dec. 20.--Considerable Progress has been made with the negotiations looking to the adoption of-a new constitution for Southern Rhodesia. Representatives of trre Southern Rhodesiau electorate have been in London three months in conference with the Colonial Office on the question of details, and they have booked their return to South Africa for next week. The discussion with the Colonial Office are the result of a report by the committee appointed by Lord Milner to consider Rhodesia/s future on the termination of the British South Africa Company's Royal charter. Under this charter the company held large administrative powers. A supplemental charter provided for alterations in the event of Southern Rhodesia responsible govern: try did so petition that the Milner committee was appointed. The committee has recommended that a referendum be taken as to whether Southern Rhodesia should be granted full responsible government, or be joined to the South African Union as an additional province. The object of the delegation now in London has been to draft a constitution suitable for a referendum, which will be taken next year. It is not believed that the new petitioning for nent.
