Cyril O'Donnell, chairman of the board, gave his sincere appreciation in the 1969 annual report to all who were involved with the administration and its future. The board is made up of 14 trustees elected on the basis of equalized assessment; there are eight from Peterboro city and county; three from Northumberland; two from Durham and one from Victoria. The board faced many problems in its first year of combined administration; educational facilities varied; teachers salaries differed; communications were difficult and Government grant announcements were delayed. However, many accomplishments were credited: a workable budget was established; mill rates were struck; various buildings were improved; educational standards were upgraded; many new facilities, such as libraries, were completed; a single salary schedule for teachers was negotiated; communications throughout the large area were improved. Fraser H. Hogle, superintendent and also secretary treasurer, feels the Hall-Dennis Report of 1968, "Living and Learning", has had a major effect on education throughout the past year. "This document has reminded educators that the child is the sole reason for education, and that all decisions are made with him in mind," he said in his annual report.
