Hamilton township councillor Albert Emond did not attend Thursday's meeting between John White, Donald Irvine and the amalgamation committee because he was not officially invited. Minister without portfolio Mr. Irvine said that Mr. Carruthers had told him there had been a "misunderstanding in communications" about the meeting. But Mr. Irvine added that he had informed Mr. Carruthers of the meeting personally and his office had also telephoned the township office. Mr. Emond said that Port Hope, Cobourg and Hope should await the outcome of the county restructuring study before taking any action locally. "We are spending a quarter of a million dollars on the county study which is an awful lot of money and I think that study should take precedence over anything the big four want", he said. "I am sick and tired of all this nonsense, we are spending the taxpayer's money as if it were water". Asked about the suggested ministerial freeze on development in the area Mr. Emond said: "Tell Irvine to put a freeze on if he wants to. You can hardly move in Hamilton township as it is. If they have their way we will have to have permits to grow potatoes". Have you ever thought about how much your life is affected by family property law9 Probably not. Yet, hardly anything you have goes untouched by these laws-the property you owned before you were married, the property you've acquired since, your home, your joint bank account, your credit, even survivor's rights when your husband or wife dies. Because family law is so fundamental, several years ago the Ontario Government asked the Ontario Law Reform Commission (OLRC) to consider the relevance of the existing laws to today's needs and to recommend appropriate changes. The Commission has reported and now the government is interested in learning your reaction to these recommendations Should ownership of family property including the family home depend on who actually paid for it?.. .or should a system of co-ownership of assets be developed on the basis of marriage as a social and economic partnership? Should a spouse be entitled to an interest in the property of the marriage even when he or she has been unfair or unfaithful? How should the wife's non-monetary contribution to the development of the husband's business be recognized? If a system of co-ownership of property were introduced, should a couple have the option to draw up their own contract or make other arrangements to govern the property of their marriage? Should the proposed changes apply to existing marriages or only to future marriages? The Commission did consider other kinds of community property systems including those in which sharing would take place from the time of marriage. As the OLRC proposals now stand, assets acquired during the marriage would be shared only when the marriage ends. The Commission also recommends that both husband and wife have a duty to support their children, and to support each other, when the other is in need and is unable to work. Do you agree with these proposals? We want to know what you think. To enable you to learn more about the OLRC proposals, your Ontario Government now offers a concise, easy-to-understand booklet, as well as a film on the subject for group discussions. We invite you to send for the booklet or borrow the film for your group. And, we'd like to know what you think of the OLRC's proposals, as well as other changes you'd like to see in family property law. After all. the laws are designed to serve you. Write to: Ministry of the Attorney General Queen's Park Toronto, Ontario M7A1T5 Government of Ontario William Davis, Premier Mr. Emond said Mr. Irvine should make up his mind whether he was supporting the cour.ly restructuring study or the big four. "It was he who told us the county study would get the finance and not the amalgamation study", he said." "He must make up his mind whether he wants to milk the cow or make beefsteak out of it". Director's meet Directors of the Great Pine Ridge Tourist Council held a directors' meeting at the Victoria Inn at Gore's Landing on Tuesday evening, June 18. "We want to get the views of the four municipalities in writing, so that they will not say that Mr. White or Mr. Irvine didn't consider their views", Donald Irvine said of the proposal to put a ministerial order on Port Hope, Hamilton, Hope and Cobourg. Hamilton township was absent from the meeting in Queen's Park last Thursday when the freezing order was suggested and the province would like to know how they feel about the development pressures in this area, according to Mr. Irvine, minister without portfolio. "The province is very seriously considering the problems brought out by Port Hope and Cobourg at the meeting and has suggested that the best solution to the pressures might be a ministerial order from the Minister of Housing", Mr. Irvine said. A resolution requesting that the ministerial order be placed on this area will be presented to a special meeting of the technical task force next week. Mr. Irvine also said that he will write each of the four municipalities, Port Hope, Cobourg, Hope and Hamilton and tell them what was discussed at last Thursday's meeting. He will ask each municipality to request a ministerial order which would be in effect for approximately six months. During that six months, each building permit for a new residence, a new industry, commercial establishment and most of all each subdivision, will require the approval of the Ministry of Housing. Hope's deputy-reeve Weston Banister has estimated that it would mean an extra thirty days wait for building permits. After the six month period, the county restructuring study will probably be completed and the task force consultant's study will be well on its way. "By that time a much better picture of future development will be available", Mr. Irvine stated. During the "freeze" period, development would not be completely prohibited, according to Mr. Irvine, who said that if a certain development is in the best interests of the area, it would certainly be permitted. Even if one of the four municipalities does not request the freezing order, Mr. Irvine said that the province will probably go ahead on the requests of the task force and other municipalities. At last Thursday's meeting Mr. Irvine said that the three municipalities present (Hope, Port Hope, Cobourg) seemed to be unanimous in the opinion that a ministerial order would be the best way to control development while considering further development guidelines. *v Pot-hole pops &h^Cobourgcar axle Vrt . /\ *\ A pothole on Ontario St. Damage to the car was K \\\\ * N N., eight-tenths of a mile $200'but there were no \ \^ south of Dale Road broke injuries, an axel on a car driven by Michael D.
