The proposal that Colborne will become the major growth centre in the county was generally agreed upon at last v/eekend's session of Northumberland Task Force and discussion covered how it could be accomplished. Attending the session was Colborne Reeve Walter Rutherford, Clerk Al Learmonth and representing the Concerned Citizens association, Hugh Redwood. For the older residents in the village the prospect of Colborne becoming a city does not pose a problem. Many who are now facing unemployment would be of retirement age by the year 2,000 and could move to a quieter and less productive area if the change did not suit them. For the younger people in the community, the possibility is a distinct advantage and many are hoping the change will occur. Youth at present face the problem of moving to other cities to obtain employment. How the village would grow was discussed at the meeting. It was the general opinion of the 110 people attending that industrial parks were not the answer. Colborne could grow to the proposed density by developing land surrounding the present village site, leaving Victoria Park and building now the present shopping centre untouched. This way Colborne would retain the original Olde World charm that attracts many to the community. There are at least 7 to 8 square miles east and north east of Colborne generally suitable for urbanization. This is largely in agricultural use at this time. There would likely be periods of rapid and slow growth over the 25-year study period, but the overall conclusion is that the projected additional population in most cases would not create drastic changes in the community structure and lifestyle across the County. Growth could assist in the maintenance or rejuvenation of the community identity in the smaller centres, by allowing and encouraging growth to occur there. It could benefit lifestyles by reducing the need for out-of-County communting. The increased size of Such a centralized growth centre would visibly be a County entity, able to provide a wide range of services to County residents, reducing the need for them to go elsewhere. There is presently no such centre. At Colborne, the increase in population would necessitate the construction of a completely new treatment system (although recent information suggests that the new existing system could be largely incorporated). The development area would be close enough to Lake Ontario that this water body could be employed as the source of water and effluent receiving body and thus prevent any adverse environmental impact.
