APPEALS TO NORTH Vould Give New Ontario L Representation--Bigger Munic Reductions in taxation, abolition of municipalities' contribution to old age pensions and provincial highways, and important' changes in the administration of the education department as well as the handling of New Ontario-- these are some of the chief promises made by W. E. N. Sinclair, K. C, Liberal leader, in a 20-point election manifesto, issued last week. Mr. Sinclair's policy on the liquor question remains substantially the same as he enunciated in his variously interpreted Fort W|illiam speech of last June. He asserts that the Liberal party "stands for the strict enforcement of the liquor control act while the people continue to approve of this method of handling the sale of liquor and acknowledges the right of the people to change that method whenever they decide to do so." He declares that the people are entitled to a plebiscite on this question and he continues, "the submission of the temperance question to the people will be granted when demanded." "While the province remains under the present law," continues the manifesto, "there will be amendments strengthening the act and the enforcement of the same will be vigorously carried on. The preesnL partisan method of handling the act will be discontinued." The Liberal leader promies that if h^ is returned to power, motorists will be charged only a "nominal . a-mount to cover the charge of both license fee and driver's permit." He further pledges himself for increased grants to municipalities on township roads, a survey of all taxation, including the gasoline tax, further assistance to the farmer in co-operative marketing and by agricultural research, and reductions in rural power and light costs. Public Safety Minister If elected, he says, he would appoint a minister of public safety to handle all highway traffic problems'. He would also have a separate minister to head the department of education which is now administered by Premier Ferguson. The minister of education in Mr. Sinclair's government would act on educational matters only with the advice of a council appointed from the membership of the Ontario Educational Association, the provincial teachers' organization. Mr. Sinclair also calls for more local autonomy in educational affairs. Demanding a general redistribution of the seats in the legislature, the Liberal leader contends that the New-Ontario representation should be larger The minister of lands, forests and northern development (now Hon. William Fialayson. East Simcoel. should be a northern member, he says. New Ontario municipalities, he continues, should be aided by the government paying the municipal taxes on abandoned farms. A land settlement survey and a survey of the iron ore situation are asked by the opposition chieftain. If experts recommended it. he would increase aid to the iron industry. He declares that no more lumber concessions should be let until business conditions demand more newsprint and timlher. He calls for the fullest possible development by the government of all water powers and for the side of additional territory is prt incia! Sinclair expressed himself in favor of the alternative vote in provincial election contests where more than two candidates are in the running. With certain reservations, he calls for the holding of provincial elections only once in four years and then only between June 1 and Oct. The report to be made by Engineer Redfern on the purchase of the water works and gas plants is, it si understood, under way, and will be presented to the council in the course of a few weeks, and it is more than probable that the report when presented will state that the purchase price of the plants, as named by the Hydro Electric Power Commission will be considered fair. Belleville Nationals, last year's Ontario senior champions, won the Central Ontario League title and the right to meet the Toronto representatives in the Ontario play-offs here vesterday by defeating Delora 8 to 3 in the third game of the final serice.
