Some I have already called your attention to, hint there are others which I would like to spe- cify more particularly. Mr McMullen, in his letter of the 18th of July, states that Sir Francis Hincks suggested that the Govern? - ment were obliged to advertise for tenders in order to avoid blame, sothat the conclu- sion of an agreement would have tobe post-, poned for several weeks. To that I will say that the idea of advertising for tenders had been mentioned with manyothersuggestions that were lllafle, but it neyer came to any- thing. The Government, never came to any conclusion to advertise for tenders. Indeed, we found out there would be no 013- ' Jectin zulvertisingfor tenders, if weexcluded American capitalistsaltogether. There was no siiggestion that there would be any com- panies formed in England to build the road, and all the capitalists in Canada who would desire anything to say to it were parties to the Iuteroceanic or the Canada Pacic, and so there was no object in advertising. Mr McMullen says he at one time announced to Mr Smith and myself that the $8,500, of which he speaks in one letter, had been lent to Sir John Macdonald and Sin; Francis Hincks in sums of `$4,000 and 84,500 especi- ally with very good knowledge that it was me vet: to be repaid. With reference to that sum of $4,000 to myself, that is a complete andutterfalsehood. I never received $4,000 from Sir Hugh Allan. I ever had any money transactions with him in my ` life. He never gave me any money, or never lent me any money in his life. It is utterly false, and I have reason to believe Sir_Hugh Allan never said so. Mr `MeMullen does not ' state we received ho money, but that Sir Hugh Allan id so to him, but I do not believe he ever did say so, for two reasons. In the first place, if he ever did it, it would have been a falsehood ; and in the next place, whe_n Mr Mcnullen came to see me in 0ctober-I think it was he that came to see methe first time alone after the elections, I forget t:ie_ exact date- he came evidently for the purpose 5- of attempting to .bully ins and levy black mail upon me, and he spoke very mysteriously of what he could I` prove. That Sir Hugh Allan had told him some very strange stories sboltaxponditnre of money for members of Parliament, sud so on. 1 was very much surprised to lusrthst statement, and he said among other things He never mentioned your name in eunnec- ' tion with any of these expenditures,` but he has the names of persons who are very near- you.
