Are they now to inict u. punish- ment as for a criminal offence upon a man who receipts a bill, which has been paid him in uncurrent money ? That. is rather too great an absurdity to admit of be- ing thought of; yet, if We cannot keep uncnrrent money out, as ex- periment has shown us that we cannot, how are we to prevent it passing for more then its value unless we punish those who take it at the conventional rate? The Government, therefore, we have always advised our readers, can do nothing for the silver nuisance. But the copper nuis- ance rests on a different ground, and for this simple reason-that the nncurrent or de- based silver comes to us from a source out- side of our territory, and whfch we cannot reach, whereas the debased copper is a coinage of our own creation, permitted by the Government, if not actually issued lay its authority and for its prot. Of course if our people should consent to be ooded by American cents ol less than the nominal value,Government could no more prevent hem from suering the-consequent loss than it can save them from the inconve- nience attending the silver currency. But `that is not the evil with which we have to deal. and it is not likely that we shall have to deal With, inasmuch as our people are not accustomed to American cents, and when an atteinptw-ts made to introduce them it signnllybroke down. The evil with us is that the Government has permitted certain Banks to issue a debased coinage. Yet that we suppose would not have led to any injurious results but for the failure 01 the Upper Canada Bank, and the conse- quent throwing upon the country at once of an immense sum which had been stored in the vaults of the Bank, which ought to have been issued only gradually, as it was required for the business wants r of the country. W'hile the Bank was in existence we imagine that it was as much tmun-l to redeem itsisaues of Copper as its is-mt-5 of notes; aiTdit, therefore, had no object in making a larger issue than would keep itself out by the natural requirements of the country s trade. But the moment it failed all its store of cop- per coins was used in paying o'its debts 1 and A! it rm]:-um: nnthinry than. is .... ycs \uIu= nun uacu ILI paying UU 158 08013, and as it redeema nothing, there is no backward ow of this great current. The Bank had a large prot on the transtCtion-lf we remember right, some forty per cent-and the public 3 corre- sponding lose. Now for this state of things the Government is responsible, and the remedy is easy and within its hands. A: prcsenr, singular to relate, English copl per coins are the only ones which` are current by law, and the Cnnadisn coin- age is not 3 legal tender in the country for which it was struck. I`lnt was well enough when this coinage WM merely A Bank token and redeemable at the Bunk, but it is utterly wrong now that there is no place of redemption. The Government should, therefore, first of all declare this Copper to he a. legal tender to the extent say of 5:. Of course, it would then be receivable at the Poatoice, and in any other payment: to Government where broken change had to be made. In this manner the excess of copper coinage above what is actually wanted for current trans- a.c:tin:.-s would find its way into the '1`;-ea. sury, snrl there it. should be retained and stored until it was loand, by the slackening of the copper nnvrnents. that the nnlxlln .. an.-. \.-ulll u. no! uuuuu, u_y Lul: al5CKCUlDg copper payments, that the public had no more of that coin than it wanted. After that point was once reached the Gov- I-ernment should do as the Upper Cnnarla Bank would have done had it. remained aLnnding-it should reinsue the cents only gradually nnd as they are required. There is an immcme loss of copper coinage, and it would bD found that I regnlu; demund would soon be felt.
