THE FRENCH AND BRITISH ARIY 2:: MEDICAL SYSTEIS. cm The Army and Navy Gazette of the 3rd'inst; B, says: Dr. Chenn, of the French army, hasjust published two huge volumes, under the title of Medlco-Surgical Statistics of the Campaign of - Italy." Incidentally, however, the doctor alludes to the Crimean war, and makes honourable Insu- tiou of the British medical sta and people at home. `~Dr. Chenn takes the two winters which ' the allies passed before Sehastopol; in the iirst winter there was plenty of ghting, and the French army had as many as 8,000 men wound- ed ; in addition, the surgeons had on their hands 89,885 sick, and out of these uuiortunates, 10,934 succumbed; there therefore died an the French camp about 3 per cent of the effective or the whole army, and l2 per cent of the men sent to hospital. During the second winter therewas hardly any ghting, and, in fact, the French had only 323 men wounded during the cold months, but, in revenge, the number of sick amounted to 106,634 men, of whom 21,190 died, or nearly 20 per cent of those treated. To these gures Dr. Chenn compares thestate of the English ser- vice, and, suice it to say, that whilstwe lost 82 per cent of our sick in the first winter, we lost little more than 2 per cent in the second, and the doctor is forced to admit that, whilst the French learned nothing by experience, the English pro- ted by the severe lesson taught them the rst year. More than 10,000 French soldiers w_e_re swept away by typhus, which only carried o sixteen English patients. ,This is rather a gloomy picture of that much-bragged about and univer- sally-admired French administration, which does not appear to_:bave progressed with the age. Dr. Chenn traces the melancholy results of the system to the small amount of power vested in the hands of French tnedicos. in Prussia, England, Italy and America the doc- tor, he says, is alone responsible for the manner- in which he performs his duty; but in France the medical oicer , is dependent on the adminis- tration, and is, consequently, merely an execu- tive agent. What stayed the dreadful mortality in the English camp were the excellent measures which were adopted by the British aufionl. The French surgeons, says the altlhf. were quite as devoted to their duty, but they w\_ere,,do-` prived of `all initiative. The administration was running in the old rut, and thousands of men were uselessly sacriced because hygienic mea- sures were unknown or nnappreciatcd by the administration. Even the medical men suffered. Out of the 450 French doctors who went to the Crimea, 82 never returned; whilst the English medical staff (which was of the same strength) had no casualty to bewail. The manner in which the doctors are treated in the French. ; army of course `makes the service unpopular. In 1830 there were six doctors to every'1,000 eective men; but, during the Crimean and Italian wars, there was often not-one doctor per thousand men.
