A bill is before the legislature of Quebec which is intended to give power to mnni- I cipalitiea to grant exemption from taxation to any manufacturers establishing new busisnesaes and to the workmen employed in such manufactories for a term of years. On strict examination and on theoretical grounds merely the plan no doubt is at fault in that all have an equal duty to bear their share of taxation; but when there is an object to gain, and the members of a town corporation and the electors are the judges of the importance of this. and who, we may be sure, will not abuse the power placed in their hands, then such provisions of legislation become etfcctive means ot encouraging manufactures. A law some- what similar to the one proposed in Quebec isin operation in Ontario, where it is ac- cepted aa a useful piece of legislation. The sister province of Quebec is believed by many to be peculiarly adapted to be the seat of manufactures. There is water power _in abundance, a numerous population cut 06' from agricultural employment during the long months of winter, at which time also internal navigation is brought to a standstill and a large body of men are ren- dcred idle.
