" WEDNESDAY EVENING, MARCH 29- - '_ ` `If: Total ...................... $19,170,009, Here are some twenty millions of dollars estimated to be expended on Canals and im- provement of river navigation, almoi the whole of which would be applied in the im- provement of existing canals. The only new canal contemplated is the Bay Verte, to connect the waters of the Gulf of St. Lnwrence with the Bay of Fundy, which is estimated to cost three and a quarter mil- lions. The magnitude of this expenditure, taken along with other prospective demands of the growing Dominion, such as the Pacic Railway, is enough totsuggeet that the re- commendations can only be partially acted upon for some time to come. The leading work, that which will cost most money and which is most pressingly required, is the Welland, which is put down at n cos? of six and a helf millions. This is clearly the work which should be rst commenced. Its enlargement would have a most favourable inuence in increasing the bulk of the St. Lawrence trade; and then when the volume of ttnde had become increased there might be a reasonable show of necessity for the enlargement of the St. Lawrence cenals, which et present there is not. The retof the Hohenzollern family honours are traced origin- ally to the attachment of a certain Oount. Frederick Von Zollern to the Emperor Fnder 1. He was rewarded with the hand nf thn cmpue, wr I0 uu so tnroughly would be :0 write the whole history of Europe for the last \ 170 years. Uf course all this growth has been under the law of self-defence. The Prussians are a very moderate race, given chiey to en`- ture, and may be trusted never to go to war unless wantonly proved. And we live,-as every one can see plainly, in u very pacic ago. Still, this steady, unstayed absorbing growth suggests some unpleasant reections for the neighbours of the new empire, when they remember that it may by and by prove to be the legal heir, with all the legal claims, of the 0d Empire of Germany, to whose chiefs the ancestors of the Hohenzollerns owed their steps of greatness. - were delivered for trial to oer? rung previously by Mr Daw. Both the Martini breech-actions are identical ex- cept in respect to their lengths. The shorter one has naturally and properly been preferr- ed. Twenty-two of these shot-t~an'ioned arms ain regiments and shipsin October last. and the rep ms re- ceived entirely conrm the views of the Com- mittee as to their preferability, these wea- pons being now proved in accuracy and gen- eral serviceahility. equal in every way to which kind had been preyiously severely tried by regiments and on shipboard. and variously in England, Ireland, the Mediter ranean, and Canada~-.,-the Snider ries in the service being taken as the tests for com- parison. In nearly every instance the superiority of accuracy of the Mar- tini-Henry arms, and the simplicity and facility of manipulation of the breech-action, have given complete satisfac- tion. In some cases, especially at the outset, there were misres, caused by the weakness of the spiral springs then issued, but the stronger springs which have subsequently been used have practically remedied this rleciency, and whether at springs, he still maintained by some authorities to be more mechanically perfect: than spiral springs, and whether any one believes in the correctness of Prof. Pole's mathematical deductions, or undervalues or rtissents from them, the reports trom the c'ouimande_rs of troops and sat ors are such as to justify the opinion the Committee have expressed, that the spiral spring is suited to the purpose it is applied to in the Martini broechaction. We understand they have goneeveu further, and do not hesitate to declare it as better than the at spring ofthe ordinary lock for a military arm. The previous report of the Committee was made in Jul last year; the present nal one was a ee to in the month just passed. The practical trials themselves have extended over a period of eighteen months. and during that interval the Com- mittee hays taken evidence as to the nic- chanicalconsti-uc'ion of the Martini breech- action. The Committee from time to time made experiments to satisfy the suggestion, and criticisms contained in the repor:s-ren'- dered to them, and, after carefully survey- ing theresults brought under their notices have come unanimously to the decision (f recommending the shorte-actioned Martini- Henry rie for adoption into bo'.h the mili- tary and naval services. II_..-L 10 Al. 1 [1111 1;` LLEIJJL 1 us.` n -.a- Writing from Paris, on March 12, the London Times` correspondent says: The following aicha was posted yesterday upon the walls of Paris: `Don Patriotique fie l Angleterre a la France. Remise gratuite dos outils engages pendant la duree_de. la guerre.` The admirable idea oi` furnishing the poor people of Paris, who in the days of their extremity had been obliged to pawn the means of earning their liveli- homl, with the tools which are now stack- ed in the Mont de Pietc, is due to Mr Mar- shall, one of the Committee for the distri- bution of the English Charitable Fund, and possesses this special advantage--that it will nor merely relieve te material condi- tion of thousands of families, but produce a political effect of the utmost importance, and deprive the working class of the com- plaint which the Radical prints have al- ready suggested that they should make , against the operation of the rules by which . the Mont de Piete is regulated. The fact . that `the State is the universal pawnbroker u in France, that a certain amount of red tape is incidental to an establishment ol such gigantic proportions, and that: unfore- seen exigencies have arisen in consequence of the siege, for which its iulcs had not provided, has given a certain colour to these complaints. At the same time, as the Mont de Plate is conducted entirely on capital borrowctl lrom other Slatoiustitutions, and as the linancial embarrassment under which Paris is suffering extends everywhere, there are pecuniary reasons why it is very dii-.- cult now for the Government to relax its rules, and afford special privileges and faci- lities to those who have pawnerl their goods, without running the risk of abso- lute insolvency. During the siege no one was allowed to borrow more than fty francs on any article, no matter what it.- value niightiie. In spite of this, the pres- sure for inonev was so great that the store- rooms of the Mont de Piete became encum- hucd with articles, which 150,000 persons of all classes brought and nledaetl, I mad.- Iu mun revenue .
