Such methods of winning elections are not new. In one of the Reufrews, in 1872. 1 tory cun- (lidste was elected by votersyof the existence of whom no one know anything. and, as a fitting consequence, he was unseated about the time he and his friends had exhausted themselves by jubilation. Thin la lav. hit it ie not the law that-net people will thlak thoeoeetry Q Duh. Some people are great aticklers for law, and believe in the liberal rather than the |piritunl interpretation of it. There are instances in which the precise meaning of tholur cannot be met without injury to justice, and the Shoal Lnlm (Manitoba) election cuenupplieu An illustration thus upon this point. It is r(`portI:1ll)y the Win- nipeg Sun ' uaauaa Av 55 an n a 1 The government has seen fit to accept the resignation of Mr. Cargill, in East Bruce, and order s nemelection. The neces- sity for this has been already explained. Mr. Cergill,-a postmaster, did not take the precaution to'n-sign his government position, and so disqualied himself. He may not have desired to relinquish one public oflice uutil he was sure of another. But this is no excuse for an illegality. He should have had more faith in the etiiciency `oi the gerrymander, and his councillors should have been more devoted to the requirements of the law and a little less devoted to the interests of the party. At any rate, whe- ther ignorantly or knowingly, he rendered himself ineligible for parliamentary honors, and only seemed to discover the fact after the returning oicer had oicially announced the result of the election. He did not see any way out of the scrape into which he got himself, but the law advisers of the crown supplied him with a pointer. They advised him to apply for another minor public office- he accepted it. his resignation was forced and tendered, the seat was declared vacant, and `I new election has been ordered. It is understood that Mr. Cargill will again be a candidate, and that he will he unopposed. For two reasons it would be unwise for the liberals to object to this : (I) That his de- feat could scarcely be expected in a consti- tuency which is politically lopsided, and (2) that it is a question if Mr. Wells, the liberal candidate on Feb. 22nd, cannot legally claim and secure the seat. If Mr. Wells contests the late election he will not think of oppos- ing Mr. Cargill in a second campaign and no one else will be disposed, on the liberal side, to interfere with the case. The Ottawa go- vernment has been playing what the tories consider a very sharp game. Would it not be mortifying in the extreme were failure to come after all? It has been suggested that the liberals put the Queen's (N.B.) case against that of East Bruce, and that as the government has semi-oicially intimated its purpose of putting the one right, it should not be crossed in the other. Is the govern- ment making any concession so far as Queen's is concerned? We trow not. The courts will give the liberals that sent with- out the permission of their opponents.
