Gilder- ` sleeve, Harty, Hiscock, Muckleston, Mc- Intyre, Rees, Redden, C. Robinson. W. Robinson, Shanngn, Snowden, Thompson, Wilmot and Wilson. At once Ald. Mclntyre introduceda by-law for the acceptance of `the award on the water works case. The city clerk formally read the title cf the by- law, and this was taken as the rst reading. Then the council went Into committee of the whole, with Aid. Drennan in the chair. There were two clauses in the by-law, the tirst orderi the adoption of the award, the second _ arinu that the by-law shall come in force and take elfect on "its passin ." The city clerk read the award of the v ue of the water works system at SIWJIX). `rm: More or run: CASE. Aid. Mclntyre said that for years the citizens had complained, and he considered ve justly, because of a lack of water bot for domestic and tire purposes. These complaints had for years been presented to the aldermen and the were importuned to seek some remedy. e reviewed the work of civic committees. which had led up to the arbitration. It was made very apparent during this time that the citizens were y- ing higher rates for an inadequate supp? of water than were the people of other cities. who had excellent water supplies. How- ever, very little was done until last year when a bombshell was tired into their midst. when the water works company demanded $1,500 for the supply of water to twenty hydrants in use and which had pre- viously cost 8275. Then a further tax of $75 per year was asked for all additional hydrants used. The demand of the tire underwriters was also nnother thing that had done much to force the conclusion that the council was about to ado t, because the water works company dec ared that if it improved the works to give an ad uate supply` for fire purposes it would loo for eight per cent. on its investment. This would amount to 82,500 yearly, and with the other demand would make an expendi- ture of $1.00!) coming from the ratepayers with a prospect of increased demands in the future. According to the award the price xed was $120411). but only about 8! l0.(ll) would have to be provided, because the cit would realize 8l0,(l)0 from the stock t held and by furnishings on hand that could be disposed of. Aid. Gildersleeve presented a by-law "to raise by way of loan, on the credit of the debentures of the municipality of the city of Kingston, for certain pu s. the sum of $120,000. On the seeon readi of the by-law Ald.Hiscock took the chair. n can- slderin the by-law, Ald. Gildersleeve in out that the water works had cost 155,011), and of this amount the sharehold- ers hadpaid about $95,000. The balance of the cost had been met out of the receipts of the company, and from bonuses granted by residentsto secure the works in their houses. According to this calculation the arbitrators had allowed about $35,000 for the de reciatiou of the works. He felt satis that the amount asked for the works represented a fair valuation. and in this respect he was endorsed by the city's counsel for viewing the matter from all sides they had estimated its value at $l20.- 000. The citizens were either to be at the mercy of a mono ly or to control the wate: works` system t emselves. In view of the conduct of the com y in the past year. in demanding $4, for a suiiicient tire suppl , was it desirable that that company sboul continue its resentattitude between the people.` He t ought not. He spoke abourthe supplying of outside points with water and showed that instead of people being compelled to pa all the costs of secur- ing it they would {ye simply charged a small rate of interest on the capital invest- ed.
