With the effort to minimise. the people are in sympathy. but where should they end? On one other point the dele- gates differed, and to an extent which lclt no hope of reconciling them. This was the taxing of church end public build- ings. Some municipal legislators are not in favour of exempting them; others see no prospect of the taxation of them with- out such a demand from .the people. such a demonstration of public opinion, as there is no reason to expect. The people have been accustomed to the exemptions. have been inclined to regard them as rea- sonable, and can only be educated into a change of position, and not even then un- less the arguments in {event of the pro- posal erevery much stronger than those presented at the Toronto convention. The government is not at all likely to legislate against itself, in the matter of taxing pub- lic buildings, seeing that these buildings, end their maintenance. are indirectly but none the less surely beneficial to the places in which they are located. The govern- ment. too. is not at all likely to add to the worries of the churches, the money spent on which adds, so often to the attractive- ness of the city, an the, membership of which is an element in political life which no party is ept to offend. At any rate. so far as these churches and public buildings go, there will be exemption from taxation until the spirit of the age changes very much, and proof_ol that change is norded in the re- ferendum which Mayor Skinner disdains.
