On Nov. 13th I quoted from the report. emphasizing free transmission of literature to branches. But "Star Eyes" has informed me that her parcel of maga- zines was refused free transmission at our post office. and it was only my duty to find out whether she. or I. or the report. was mistaken. The result somewhat con fusing. In the first place. none of those connected with our post office have any recollection of such a parcel having hen presented at the office with the re- quest for free transmission to the associa- tion. In the second place. if such a parcel ' had been presented, I find that it would assuredly have been refused free trans- mission. as there is a saving clause in the passage quoted in my previous letter. "directions being given to local post- masters to rovide bags toduly accredited branchq w erein the parcels of literature are sent free." etc.. the words to duly accredited branches" limiting the free postage to places where branches of the association exist-of which Kingston is not one. But the casual reader; in the know- ledge that outside aid is solicited. natural- ly interprets free postage to literature for the association to mean that it may be sent to the branches fiee of charge. just as an outsider may send a letter to a member of arliament- an illustration which bears at east a sur- face similarity o the question in hand. As a matter of t, however. free postage is only accorded he association branches. and not to those w 0 may contribute to those branches.~ On the other hand, let me again quote from another page of the report. where. under the heading "Direc- tions to donors of literature. it says: "Those living at a distance can send con- tributions of literature free of cost by the O.
