Germany may never have its 4 troubles es Austria has them now; because i ; Austria owes them to en impotency of ll government that it is pitiful to see. I i I 1. I F Au:-stria s troubles have been,to a certain s oxtent, dupliceted in Germany, but they are dilfsreritly treated. Austria, though Inonerchical in its government. is not as paternal as Germany in its direction of ' national affairs. The Hohenzollern spirit has been to impress the people, and so , there has been a general advance in great I undertakings, in railways, in railway sta- tions. in public buildings. in barracksfor its active army of half a million men, in sanitary reforms. in education. in every- thing which can make the people feel the greatness of the government. The element, the dominant element, best represented in I the various branches of the military. which conquered Austria and then Fmnce. seems ` to have gone on in its development. and is, perhaps, the explanation of Germany`: ! ability to keep under control every power that is antagonistic to it. .\.ul ....L aL_._- u - u u as: us suvwllriouvv LIIBEUIIEIUIL Writing to the January number of the Review of Reviews. that most useful of reference magazines, he says: The parties and {actions ght incessantly for the interests of their respective nationali- ties, and neglect state affairs, and sadly needed social reforms entirely. I He intimated that officials, presumably at- ? tached co the works department, ha:l I` offered to recommend public undertakings as a favour to certain men in certain ` localities. A charge so serious should not be allowed to go unchallenged. The ad- ministration ol civic affairs is very large 9 ly in the hands of the oflicials, and alder 5 man 1'reston`s declaration comes with '1 shocking effect so soon after the 5 Telegram_ had vouched that the 3 l: 3 I civic departments were under the direction of most competent heads. What does all this mean? Surely no oflicial in Toronto or elsewhere can presume to ex- pend public moneys without that discrim ination which is expected from all who serve the people, and yet that is just what ` l is insinuated. Another reason, if it were wanted. for the adoption of that adminis- trative bureau to get into which one must if have special qualications, and above all else a keen sense of duty which no influ- ence or consideration can affect. Such a bureau is to he found in many of the cities of Europe, and the sooner it is copied in the cities of Canarla the hotter. WHlG'S WIND WAFTS. ' ..j-.;.` I V I C i t IUTIJ.
