He says that for years hideous rumors were aoat in Eng- land touching the Bernardo homes, rumors so startling in their chnrecter that parlia- ment was obliged to teke notice of them and to have them enquired into by is com- mittee of the commons. This testimony to the etlicacy of a great children's movement is timely, and does justice to a man who has labored on, amid many discouragements, and made a success of his work despite the opposition of unprejudiced persons. At the same time it does appear that the time has ar- rived when the Canadian governments should give more help to local efforts to care for and educate the waifs of state rather than help to is country the waifs and strays of anot er land. Dr. Bernardo should be left to find homes for the children in the mother country. and the federal government should expend any cash it has to spare in providing for those who are its own dependants.
