These facts were, of course, deliberately overlooked: (I) That the schools of Manitoba, operated under the new order of things, will, as [A Patrie declares, be better than the schools of Quebec; (2) that the compro- mise has the approval cl ve ol the eight school trustees of St. Boniface, and that a motion, presented at a meeting called to pronounce against the settlement, was withdrawn in order to avoid its rejection; that Mr. Monk, M.P. for Jacques Cartier, at a meeting of the Club Cartier in Mon- treal, while expressing himself as dis- satisfied with the compromise, insisted that it was binding and made an end of the remedial legislation; and (4) and tinally, that the conservative press, which represents the majority of conservative electors, has rejoiced in the removal from the political arena of a matter that he- sidos its disturbing effect, certainly led to the defeat of the party in the last elec- shun: IIIAI. (Cheers) Was not Germany. by bringing into existence this vast body of line special- ists, prepared to make the utmost use of any possible advances in scientic manu- factures which might be made? (Cheers.) Was it not likely that it would have the advantage, as compared with other nations, in turning to account the smallest hint in any direction in develo ing any discovery, however slight. in making the most of any advance, however small the advance might be? That question he put to men incom- rably more qualified to answer it than imself. The question is worth putting in thsgreatmanufacturingcsntresof this coun- try. England became the greatest manufac- turin country which the world had ever seen fore the intimate nelation of organ- ised science to manufacture was thoronghl understood. In some quarters. he. fearedy, it might still be a fact that the relation between science and manufactures was not thoroughly grasped and there might still be some who thought that money spent in what appeared to be abstract in- vestigations, far removed from the prac- tical things of life. have but a small effect on national well-being and national com- merce. If any hold that view they were profoundly mistaken. (Hear. hear.) They had not followed the pourse of human knowledge. they had not kept abreast of human progress. and if we had leeway to make up in this matter-if we had to learn alesson which perhaps came easier to the Germans than it did to us--let us hasten to a preciate it completely, and then he dou ted not we should. even in the eyes of the most imiatic critic, con- tinue to hold that which hitherto we have held unchallenged. and then British manufactures. Regarding the question of annexation of the British West Indies to the United States it is said amon the player: there in a strong feeling that t would he better treated if absorbed by t e United States. Touching this sub'ect ol annexation, Neville Lubbock sci if the West Indies were to be mined and England was deter- mined to have her cheep sugar. leaving the West I ndiea to etarvation, there was certain to be much rioting and bloodshed. The educational classes, growers and otheu, whoee money and interests were in the isIanda.were nearly all patriotic Englinh men. But there was an increasing feeling among them that in the event of the refusal of England to Assist there was but one alternative, the annexation of the islands to the United States. They would preler to remain English if they could, but not at the coat of nancial ruin. powers. Since the despatches of the United As- sociated presses in November announced the beginnin of the agitation in favor of the West In ies sugar industry, the matter has a uired large political interest in Englan , a d bids fair to become so initia- tive towards __e revival of protectionism. The commission of in uiry proposed by the government is hel on al ` mere staving oil` of a subject which de- mands urgent settlement. In ministerial circles the agitation is not all relished, the ministers know that an increasing` body of their supporters are eager to seize the de- cay of the colonial sugar industry as leverage towards a revival of pro- tectlon generally. Lord Salisbury, while the last conservative govern- ment was in. power. declared in favor of what was termed reciprocity. or some system of countervailing duties which would check the destructive inuence of foreign bounties upon the colonial pro- duce. It will be recalled that the London conference. presided over by Baron Henry De Worms. now Lord Pirbright. discussed this question of reciprocity, and after long sittings arrived at no conclusion giving a remote indication of how to balance the conflicting interests. Now that the foreign bounty system threatens the absolute extinction of the colon- iul sugar trade. the conservatives want decisive l islative action. The predictions in Eng ish free trade quarters that the European countries would get tired of paying bountles to give England cheap sugar are proving false. The fear now is that once the extinction of British colonial sugar products is accomplished, the British consumer will find himself in the power of continental rings which will raise prices.
